Mr. Mitchell,

The Division of Waste Management, Solid Waste Section (Section) has received your request to
construct an access road within the existing footprint of the landfill using block and brick from a
building demolition (DIN 27176). The request was submitted to the Section on your behalf by
Municipal Engineering Services Company, PA and was received on December 19, 2016.

There are no regulatory requirements regarding the construction of access roads within the
disposal area of the landfill facility. Also, the facility is already approved to dispose of the
materials in question so using it for a road bed should not present any additional risk to public
health or the environment. As a result, the use of brick and block to construct an access road bed
within the landfill disposal area is approved.
