TMW-1/SB-1 and TMW-2/SB-2 were completed along the sites northwestern boundary, adjacent to the approximate location of a former dry cleaning and dye plant facility that operated from the 1920s to the 1960s when it was destroyed by fire. TMW-3/SB-3 was collected adjacent to the southeastern boundary at a downgradient location from TMW-1 and TMW-2. TMW-3 did not yield groundwater for collection of a sample following installation. This sampling scope of services was completed to determine if former historical use of the northwestern adjoining property and further upgradient properties had impacted the subject site. All soil and groundwater samples were analyzed for the presence of Volatile Organic Compounds (VOCs) by EPA method 8260. Soils collected from SB-2 and groundwater collected from TMW-1 detected the presence of Tetrachloroethene (PCE), above established regulatory standards. Acetone was detected within soils from SB-1 and SB-3 below regulatory standards. Acetone is considered to be a result of the breakdown of organic matter in soils and not an environmental condition. No other constituents were identified above laboratory detection limits in all collected samples. Based on the results of this assessment, SUMMIT concludes that the dry cleaning and dye plant formerly located adjacent to the subject sites northwestern boundary has impacted the site soils and groundwater. Based on SUMMITs understanding of the intended use of the property, the presence of the identified environmental conditions present at the site as result of an off-site source, should not inhibit the planned development unless dewatering is required or additional soil impacts are discovered. SUMMIT recommends the perspective purchaser of the property consult with counsel or other entities to review the potential regulatory or finical liabilities related to the presence of environmental conditions identified within this assessment. A copy of the Limited Phase II ESA analysis and should be submitted to North Carolina Department of Environment Quality. PURPOSE SUMMIT was retained by Proffitt Dixon Partners to perform a Limited Phase II ESA of the Proposed Charlotte Self-Storage in Charlotte, Mecklenburg County, North Carolina (Mecklenburg County Tax ID: 08010175). The Limited Phase II ESA was requested in order to assess environmental concerns identified in a Phase I ESA, performed by SUMMIT ELT, Inc, dated May 3, 2016. This report presents the results of our Limited Phase II ESA of the Proposed Charlotte Self-Storage. 2.2. SITE DESCRIPTION The subject site is located along eastern side of E. 7th Street, 300 feet south of its intersection with N. McDowell Street in Charlotte, Mecklenburg County, North Carolina. The site is an irregular in shaped 1.062 acre tract of undeveloped land in Charlotte, North Carolina. The site is partially wooded and overgrown with brush. The site abuts US I-277 and various US I-277 on/off ramps to the south. Sugar Creek is located beyond US I-277 to the south. Multiple stormwater structures are located on the site, discharging stormwater through the site from up-gradient properties. The site is currently serviced by municipal water and sewer service, electrical services, cable, telephone, etc. Refer to the Site Plan shown in Figure 2 of Appendix I for the location of the subject property. 2.3. ASSESSMENT HISTORY SUMMIT completed a Phase I ESA, dated May 3, 2016 for the subject site. The following Recognized Environmental Conditions (RECs) were identified in the Phase I ESA: • Historical review of the nearby and adjoining properties identified a dry cleaning and dyeing plant facility located adjacent to the subject site in the 1929 through 1963 sanborn maps. Non-ASTM records confirmed the presence of Arrow Laundry and Cleaners, and Rosenberg’s Laundry with the same physical addresses Limited Phase II ESA – Proposed Charlotte Self-Storage SUMMIT Project No. 3586.11 Charlotte, North Carolina June 8, 2016 E:\Project Forms\Projects\3586.11 Charlote Self-Storage - Phase II\3586.11 Proposed Charlotte Self-Storage - Phase II ESA.doc 3 as identified in the sanborn maps. Sanborn maps depict a “Solvent Tk” area at the facility. The facility was depicted as destroyed by fire in the 1963 sanborn map. The presence of the dry cleaning and dyeing facility located adjacent and up- upgradient to the site represented an REC at the time of the Phase I ESA. • Multiple historical dry cleaning facilities and gasoline filling stations were identified as being located in close proximity and up-gradient to the subject site. The historical use of up-gradient properties represented an REC at the time of the Phase I ESA. No other site specific or surrounding area assessment history is known at the time of this report. 2.4. WORK PLAN OBJECTIVES SUMMIT proposed to perform a Limited Phase II ESA according to our understanding of the most likely potential for impact, in general accordance with ASTM E1903, and in accordance with the USEPA Field Branches Quality System and Technical Procedures Manual. The proposed scope of services included the completion of three (3) soil borings and three (3) temporary monitoring wells (TMW) in order to assess the soil and groundwater quality at the subject site. The proposed sampling locations were placed in accessible locations and in areas that represented the highest potential for on-site impacts. All samples collected f were scheduled to be relinquished to a NC certified laboratory for analysis of Volatile Organic Compounds by EPA method 8260. TOPOGRAPHIC SETTING The United States Geological Survey (USGS) “Charlotte East” 7.5 minute topographic quadrangle map was reviewed. According to the contour lines on the topographic map, the elevation of the subject site ranges from approximately 660 feet to approximately 640 feet above Mean Sea Level (MSL). The contour lines indicate the general direction of downward slope is to the southeast towards Little Sugar Creek that flows south into Sugar Creek and then into the Catawba River near Goat Island. Refer to Figure 1 in Appendix I of this report. 3.2. GEOLOGIC SETTING The property is located in Mecklenburg County, North Carolina, which is located in the south central Piedmont Physiographic Province. The Piedmont Province generally consists of well- rounded hills and ridges which are dissected by a well-developed system of draws and streams. The Piedmont Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material) which were initially formed during the Precambrian and Paleozoic eras. The volcanic and sedimentary rocks deposited in the Piedmont Province during the Precambrian era were the host from the metamorphism and were changed to gneiss and schist. The more recent Paleozoic era had periods of igneous emplacement, with at least episodes of regional metamorphism resulting in the majority of the rock types seen today. The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed on the more easily weathered and erodible rock. Because of the continued chemical and physical weathering, the rocks in the Piedmont Province are now generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or residual soils. Similarly, the soils typically become coarser grained with increasing depth because of decreased weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture, gradation and foliations of the parent rock. 3.3. HYDROLOGIC SETTING Based on a review of the United States Geological Survey (USGS) “Charlotte East” quadrangle topographic map, inferred groundwater flow direction based on topography appears to be to the southeast towards Little Sugar Creek. Refer to Figure 1 in Appendix I for a topographic map for the subject property. DRILLING ACTIVITES AND METHODS On May 25, 2016, SUMMIT personnel conducted the field activities scope of the Limited Phase II ESA. The three (3) proposed temporary monitoring well (TMW) locations were placed in accessible locations along the northwestern site boundary adjacent to the previously identified dry cleaning and dying plant and near the southeastern boundary. Three (3) soil samples were collected from the subsurface soils at each TMW location. The sampling locations can be viewed on the attached Sampling Location Map, Figure 3, in appendix I. SUMMIT utilized a hollow stem auger (HSA) drill rig to complete the soil borings and install the temporary monitoring wells. At each sampling location the boring was advanced with HSA. Soils were collected in 2 ft intervals utilizing a decontaminated split spoon sampler. The soil interval of 2-4 ft below ground surface (bgs) was selected for analysis for this assessment. Following the collection of the soil sample, the boring was advanced into the groundwater table for collection of groundwater samples. New 1 inch slotted well screen was inserted into the borehole with filter pack sand added through the HSA drill string. The HSA drill string was removed and the temporary well sampled utilizing a new disposable groundwater bailer. TMW-1 and TMW-2 were completed to a depth of 30 ft bgs. TMW-3 was advanced to refusal depths 16 ft bgs. The bore hole was off- set multiple times, encountering refusal on competent rock each time at depths of 16-18 ft bgs. DTW was measured in each well prior to sampling. Each boring generally encountered six (6) inches of surface material and subgrade followed by tan/orange fine to medium grained clayey sand with mica to termination depths. Upon completion of the drilling activities, the drilling equipment was decontaminated by the well driller by use of a steam cleaner or Alconox and tap water wash, tap water rinse, isopropanol rinse (sampling equipment), and deionized water rinse. Decontamination of the drilling equipment was performed prior to starting drilling activities, and upon the completion of drilling activities at each boring/well location. SAMPLING Soils were collected in one (2) ft intervals to a depth of five (5) ft bgs at each location. The soil intervals were field screened utilizing a PID and the interval displaying the highest reading was planned for analysis. Additionally visual and olfactory observations were recorded for each interval. No odors or staining was observed in SB-1 through SB-3. Additionally no PID readings were recorded. Therefore, soils from the 2-4 ft bgs interval were collected for analysis of Volatile Organic Compounds by EPA Method 8260B. Groundwater was encountered in TMW-1 and TMW-2 at 24 ft and 25 ft bgs respectively. Groundwater was not encountered within TMW-3 during this assessment. Groundwater samples were collected utilizing new disposable bailers. Grab samples were collected in the laboratory provided vials and jars. A copy of the analysis and chains of custody are included in Appendix III of this report. 4.3. PACKING AND SHIPMENT Upon securing the samples in laboratory provided containers, the vial and jar lids were tightly fastened, and the jars encapsulated in shock-resistant plastic bags. The samples and ice were double-bagged in large plastic bags, tied off with rubber bands, and packed into a cooler. The samples were delivered to Shealy Environmental Services, Inc, in West Columbia, SC. The vials and jars used for the collection of the samples at this site were prepared by Shealy, and were pre- labeled and contained analyte-appropriate preservatives. A listing of the preservatives in the sample containers utilized for the collection of the samples at this site are cataloged in the Chain-Of- Custody record, attached in Appendix III of this report. The secured samples were relinquished to laboratory on May 26, 2016 for laboratory analysis. 4.4. SAMPLING POINT ABANDONMENT All boreholes were abandoned the same day by the certified well driller. Table 1 in Appendix II of this report summarizes all detections. The analytical detections are summarized below: • Tetrachloroethene (PCE) was detected in soils collected from SB-2 at a concentration of 0.0065 mg/Kg, above the April 2016, North Carolina Inactive Hazardous Site Branch (IHSB) Preliminary Soil Remediation Goal (PSRG) Protection to Groundwater standard of 0.005 mg/Kg. The detection in SB-2 was below the IHSB Residential PSRG concentration of 16,200 mg/Kg. • Acetone was detected in soils collected from SB-1 and SB-3 at concentrations of 0.091 mg/Kg and 0.058 mg/Kg respectively, below the NC IHSB Protection to Groundwater PSRG of 24 mg/Kg. Acetone is likely present in the analysis due to a breakdown of organic matter in the subsurface soils and is not considered an environmental impact at the time of this report. • Tetrachloroethene (PCE) was detected in groundwater collected from TMW-1 at a concentration of 25 ug/L, above the North Carolina groundwater quality standard concentration of 0.7 ug/L, established by 15A NCAC 2L regulations. The findings detailed in this report are specific to the conditions in the immediate vicinity of the sample locations for this particular project. These services are beyond the scope of services of this limited sampling and analysis. No additional services were provided.
