Mr. Brown,

The Division of Waste Management, Solid Waste Section (Section) has received your application
submittal titled Application for Permit for a Scrap Tire Collection and Processing Facility (DIN
27013). The application was submitted to the Section on November 10, 2016 and received in the
Asheville Regional Office on November 16, 2016.

In accordance with General Statute 130A-294(e), the Section must make a determination of
completeness within 90 days after receipt of the application. Once determined to be complete,
the Section will begin the review process to ensure the application meets with all regulatory
requirements and provides all information necessary for Permit issuance. In the interim, as the
completeness determination is being made and the application review process is underway, you
may continue to operate your facility in accordance with the currently approved plans and
existing Permit.
