PURPOSE OF SITE VISIT:
New vehicle
STATUS OF PAST NOTED VIOLATIONS:
Did not inspect other truck at this time. Previous inspection noted that the permit number was missing on the
passenger side. An inspection will be needed in the near future to verify compliance.
OBSERVED VIOLATIONS:
1. Rule .0844(e) All vehicles used in the transportation of septage, including spare vehicles and tankers, shall
meet the requirements of this section and be included in the permit application. Marlins’s Waste
Management had been using a red pump truck to perform septage jobs. This vehicle was not lettered per
Rule .0844(b), had not been inspected for compliance and the additional fee had not been paid for a second
permitted vehicle. Instructed Marlin’s Waste Management to immediately cease using this unpermitted
vehicle for septage jobs and to bring the vehicle into compliance in regards to the required lettering and
fee. I contacted the Moore County WWTP in regards to the unpermitted vehicle.
2. Inspection was performed (at FRO) on this vehicle, tag#YA122872, VIN#3HAMKAAN4DL202081,
approximately 2500 gallon capacity. Tank appears structurally sound & securely attached. Outlet covers were on
and no drips/leaks were noted. However the lettering (which did include the correct information & height) was all
on a magnetic sign on both sides of the tank. Informed driver that the truck was not in compliance due to the
removable sign – per Rule .0844(b).

3. Second inspection was performed on this vehicle, tag#YA122872. The driver had returned to FRO after gluing
the magnetic signs on both sides of the tank. Was unable to peel the signs off the tank so at this time the signs
appear to be permanently attached. The Raleigh Central office had received the additional $250 for this vehicle.
Informed Marlin’s Waste Management that this vehicle could now be used for septage jobs. Informed the
Moore County WWTP that the situation had been resolved.
ADDITIONAL COMMENTS
1. It is my understanding that this vehicle tag#YA122872 will be repainted & lettered in the near future. Please
contact me for an inspection on this vehicle and also on the other permitted vehicle to ensure both trucks
are in compliance. Truck logs will be reviewed at that time.

or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
