Please find the enclosed permit to operate and approved application for the U.S. Tire Recycling Partners
LP landfill (Permit No. 1310-TIRETP-2012) which approves the continued operation of the facility. The
expiration date of the permit is August 11, 2021 in accordance with the revised franchise ordinance
granted by the City of Concord (DIN 26772) for the tire monofill and processing facility.

In general, the facility permit does not reiterate the Solid Waste Management Rules, 15A NCAC 13B, nor
does it restate specific conditions which are included within the approved plan. Please review the
conditions of the permit thoroughly.
