STATUS OF PERMIT:
Active; Annual Yard Waste Facility Notification issued 22 June 2015; expires 31 May 2016. *A completed Yard
Waste Facility Annual Notification Form must be submitted to the Solid Waste Section Compost and Land
Application Branch on or before 1 June 2016.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Yard Waste Facility Notification under two acres in size.
2) This Facility is permitted to receive:
a. Untreated and unpainted wood waste.
b. Silvicultural Waste as defined in 15A NCAC 13B .0101(41): Waste materials produced from the care
and cultivation of forest trees, including bark and woodchips.

c. Yard Trash as defined in 15A NCAC 13B .0101(55): Solid waste resulting from landscaping and yard
maintenance such as brush, grass, tree limbs, and similar vegetative material.
d. Yard Waste as defined in 15A NCAC 13B .0101(56): Yard trash and landclearing debris to include
stumps, limbs, leaves, grass.
3) This Facility can receive the aforementioned wastes for processing and storage in volumes not greater than
6,000 cubic yards per quarter.
4) The land on which this Facility is located is described in the deed recorded with the Carteret County Register
of deeds at: Book #1451; Page #242.
5) The access road to the Facility is being managed properly at this time.
6) This site is secured by a locked gate at the Facility entrance and has controlled access for security. The
Facility access gate was unlocked and open upon my arrival at the Facility and the Facility operator was on-
site during this Facility Compliance Inspection.
7) Signage is posted at the entrance to the Facility stating the Facility contact information and advising that the
site is private property and that trespassing/unpermitted dumping is prohibited.
8) Landclearing waste and yard trash has been brought on site for processing with a tub grinder and staging for
re-use. The adjacent Landclearing and Inert Debris (LCID) Landfill Notification, Carteret LCID, notification
#N0077, is currently being used for most of the waste storage for this Facility. * As per our conversation; if
you are unable to process the vegetative materials staged on-site in a timely manner, all waste should be
compacted and covered in the LCID landfill.
9) The waste type was reviewed. No unpermitted wastes or unacceptable waste streams were noted during this
Facility Compliance Inspection.
10) Less than six thousand cubic yards of unprocessed and processed wastes were observed on-site during this
Facility Compliance Inspection.
11) Reusable wood has been separated out from the waste stream and staged on-site for transport to the lumber
yard and/or woodlot.
12) A tub grinder is maintained on-site at the adjacent LCID Landfill Notification to grind all vegetative materials
currently staged on-site.
13) Grinding operations were underway during this Facility Compliance Inspection.
14) *As per our conversation, if you are unable to grind vegetative waste brought on-site in a timely manner;
please dispose of the waste in the LCID landfill. All disposed waste should be compacted, covered, and
graded as required.
15) Facility personnel were on-site loading wood chips for transport to the wood-to-energy plant during this
Facility Compliance Inspection.

16) The Facility Operator is currently transporting 2-3 tractor trailer loads of wood chips to the wood-to-energy
plant in Clarks, Craven County, NC per week.
17) Inert debris including concrete, brick, and asphalt is being stockpiled for reuse in an area adjacent to the
Facility access road. Plans are underway for the crushing and re-use of these materials as soon as the crushing
contractor can transport his crusher to the site. *Please note that the State rules regarding recovered materials
state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be
sold, used, or re-used within twelve months.
18) No off site erosion was observed during this Facility Compliance Inspection.
19) A container is maintained on site for the removal of any unpermitted wastes found on site. This container is
removed from the site for proper disposal as needed.
20) Windblown debris is being well managed at this time.
21) *Continued corrective measures are required as a result of this Facility Compliance Inspection.
