Dear Mr. Gregory:
On March 31, 2016 the Division of Waste Management, Solid Waste Section (Section) received
your letter regarding permitting, entitled;
GDS Conover Transfer Station, Facility Permit No. 18-05, Catawba County, North Carolina,
Permit to Operate Renewal Request, HHNT Project No. 6703-251-07 / 6703-615-01. Prepared
for Republic Services. Prepared by HHNT. March 2016. DIN 25905.
A determination of completeness means an application contains the required components in
accordance with North Carolina Administrative Code 15A NCAC 13B .0400.The Section has
performed a review of the Facility’s letter for a determination of completeness and determined
the letter represents an incomplete application, in accordance with North Carolina General
Statute NCGS 130A-295.8(e).
In accordance with the letter (DIN 25905) Republic Services should apply for a Life of Site
permit for the Facility no sooner than July 1, 2016 and no later than August 1, 2016. The
application should include at a minimum, a letter requesting a Life of Site Permit and a revised
