RE: LEACHATE SEEP REPAIR PLAN FOR PRE-REGULATORY LANDFILL
CLOSED RANDOLPH COUNTY LANDFILL, PERMIT NO. 76-01

Dear Ervin:
On behalf of Randolph County, Golder Associates NC, Inc. (Golder) is presenting a plan to repair leachate seeps at the pre-regulatory landfill at the Closed Randolph County facility. In a letter dated
February 1, 2016, the North Carolina Department of Environmental Quality (NC DEQ) requested that a plan to prevent future seeps be certified by a North Carolina Professional Engineer and submitted prior to
implementation.
Leachate seeps were identified on the slope of a pre-regulatory landfill located at the Closed Randolph
County Landfill facility by Randolph County (County) staff late in the day on January 12, 2016. The location of the seeps are shown on the attached Drawing 2. At the request of the County, a representative of Golder
visited the facility the morning of January 13, 2016, to examine and locate the leachate seeps and determine if leachate may have entered drainages or left the landfill property. It was discovered that the seeps
combine into a single drainage that flowed down the landfill slope and eventually exited the site via an unnamed tributary of the Deep River. Upon discovery that leachate had left the waste boundary, the County
notified the NC DEQ.
On January 14, 2016, Golder collected surface water samples and determined that the impact was minimal.
No volatile organic compounds were detected in any of the samples, including the seep itself, which may be indicative of the age of the landfill and advanced decomposition of the waste.
A lined containment area was constructed at the base of the slope just below the main seep breakout area to collect the discharged leachate. The leachate collected in this berm is pumped out twice a week by an
environmental contractor and is disposed of by approved means.
A request for bids to repair the seeps and to make repairs to prevent future seeps was submitted to selected
contractors on March 18, 2016. Details of the plan are provided on Drawing 3. To repair the existing seeps, cover soil will be removed at the seep locations and approximately six (6) feet of waste will be excavated
and backfilled with stone. Then a geotextile will be installed and covered with two (2) feet of soil. During installation, a Schedule 80 polyvinyl chloride (PVC) standpipe will be installed from the bottom of the
excavation to the surface, so that if leachate is not re-directed into the waste mass, it can be pumped out before causing future seeps. Waste and soils will be stockpiled until representative Toxicity Characteristic
Leaching Procedure (TCLP) samples can be collected and data received to determine the disposal location for the excavated material.
Other measures to prevent future seeps are to regrade a bench on the slope to prevent standing water on the slope and decrease infiltration into the waste mass. Also, repairs will be made to the cover soil caused
