ADDITIONAL COMMENTS
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
OBSERVED VIOLATIONS:
1.All photographs were taken by Troy Harrison on March 22,2016.
2.This Septage Detention and Treatment facility (SDTF)consisted of one 1,500 gallon and one 7,000 gallon above ground poly tanks for a total
capacity of 8,500 gallons for the storage of domestic septage (including portable toilet waste)and grease trap pumpings.
3.It appears that set-back/buffer requirements appear to have been met.
4.Appropriate signage (No Trespassing signs)is posted for the site.
5.All weather roads are maintained for access to the site.
6.The tanks appeared to be structurally sound and well maintained.
7.The area around the detention and treatment area was found to be free of spills and debris with the exception of a small area below the access
point to the 7,000 gallon tank.As a reminder,all leak and spills must be immediately cleaned up and properly disposed of.
8.No odors observed in the area of the detention and treatment area.

9.During the inspection the possibility of installing a new underground tank at the same location as the current tanks was discussed.A new permit
application for the new tank must be submitted and a new permit issued before use.15A NCAC 13B .0841 (f)states:
"Septage detention and treatment facilities located below grade shall:
(1)If required by G.S.89C,a professional engineer shall certify that the construction was completed in substantial compliance with the plans and
specifications prior to any waste being introduced into the system.[Note:The North Carolina Board of Examiners for Engineers and Surveyors,has
determined,via letter and resolution dated March 11,2010,that certification of documents pursuant to this Paragraph constitutes practicing engineering,
under G.S.89C.];
(2)Be constructed to a traffic rated standard or protected from vehicular traffic;and
(3)Not be constructed of used metal tanks.Used metal tanks are allowed to be located beside a wall or embankment for gravity access as long as the
entirety of the tank is visible.
A leak test is required to be certified by a professional engineer.
