Dear Mr. Plessinger,
The Solid Waste Section (Section) has completed a technical review of the Design Hydrogeologic Report
(DIN 25298) submitted on October 27, 2015 and the Updated Design Hydrogeologic Report (DIN 26088)
submitted on April 15, 2016 on your behalf by Smith Gardner, Inc. for the Phase 2B expansion at the
Brownfield Road C&D Landfill. The Water Quality Monitoring Plan (DIN 25300) and the Landfill Gas
Monitoring Plan (DIN 25301) were also reviewed. The Phase 2B expansion area is 8.2 acres.
The Water Quality Monitoring Plan has no proposed changes. The current monitoring network is
composed of six (6) groundwater monitoring wells and three (3) surface water monitoring locations.
This water quality monitoring network shall be sampled semi‐annually.
The Landfill Gas Monitoring Plan is amended to include Vent #1 and Vent #2 monitoring locations along
the landfill gas vent trench in addition to the three (3) existing monitoring wells: LFG‐8, LFG‐9 and LFG‐
10. This landfill gas monitoring network shall be sampled quarterly. Also, the plan is amended to
abandon monitoring wells LFG‐5, LFG‐6 and LFG‐7 and discontinue the monitoring of the four (4) bar‐
hole locations.
The Design Hydrogeologic Report, Water Quality Monitoring Plan and Landfill Gas Monitoring Plan meet
the criteria required in 15A NCAC 13B .0538(b) and .0544 and therefore, this portion of the Permit to
Construct application is approved. An electronic pdf format copy of the approved Design Hydrogeologic
Report, Water Quality Monitoring Plan and Landfill Gas Monitoring Plan (DINs 26088, 25300 and 25301,
respectively) can be obtained on the Solid Waste Section website

There are existing piezometers (G‐14, G‐15, G‐16, G‐17 and G‐21) within the footprint of the proposed
Phase 2B expansion area. These wells will need to be properly abandoned prior to construction
activities commencing at Phase 2B.
Piezometers, groundwater monitoring wells, and borings, located in proposed Phase IV may be
abandoned now or after a Permit to Construct is issued by the Solid Waste Section. Please adhere to
the following conditions:
Prior to construction of cell(s), all piezometers, ground‐water monitoring wells, and borings, located in
the proposed cell(s), shall be properly abandoned by overdrilling first (exception of non‐cased borings)
and sealed with grout in accordance with 15A NCAC 2C .0113, entitled “Abandonment of Wells”.
a. In areas where soil is to be undercut, abandoned piezometers, monitoring wells, and borings
must not be grouted to pre‐grade land surface, but to the proposed base grade surface to
prevent having to cut excess grout and potentially damaging the wells.
b. Well abandonment records (GW‐30 form) for each decommissioned piezometer, boring, and
groundwater monitoring well must be certified by a Licensed Geologist in accordance with rule
.1623(b)(2)(1) and submitted to the Solid Waste Section in accordance with 15A NCAC
02C.0114(b).
Additional Geologic, Ground Water and Monitoring Requirements will be included in the Permit to
Construct.
