Drilling Request
Dear Ms. Werner:
Duke Energy Carolinas, LLC (DEC), Rogers Energy Complex (formerly Cliffside Steam Station)
requests concurrence from North Carolina Department of Environmental Quality (NCDEQ) Division
of Waste Management (Division) for drilling near the Rogers CCP Landfill (Permit No. 8106-
INDUS-2009). This drilling request is in effort to satisfy USEPA Hazardous and Solid Waste
Management System; Disposal of Coal Combustion Residuals from Electric Utilities (USEPA CCR)
40 CFR Part 257.91. Currently, 30 groundwater monitoring wells are intended to be installed in the
approximate locations shown on the attached drawing titled “Proposed CCR Rule Monitoring
Wells.” Upon completion of monitoring well installation, Duke Energy will submit a well installation
completion package to the Division noting actual well locations and depths including drilling logs.
In addition, two (2) existing wells (CCPMW-1S/D) are likely to be utilized as part of this landfill CCR
monitoring network.
