During that time, over 400,000 tons of ash has been excavated from the Ash Stack and transported by truck or rail to off-site, lined solutions. As decanting efforts within the Primary and Secondary Ash Basins continue, the project team is approaching the start of ash excavation within the Primary Basin and, later, the Secondary Basin. The plan for handling ash excavated from the ash basin cells involves using articulated trucks to haul ash from the cells to the adjacent Ash Stack, where the material will be temporarily stockpiled until ready to be loaded onto rail cars on the adjacent rail spur. With the potential for handling relatively wetter material from the ash basin cells, the operators may pursue achieving a more optimum moisture content through disking, mixing with relatively drier ash material from the Ash Stack, or other mechanical approaches within the footprint of the Ash Stack. Other aspects of the operations are expected to follow current operations. All handling would occur within the footprints of the ash basin cells/Ash Stack, with on-site truck transportation occurring between the units as well as the adjacent rail spur once ready for off-site transportation. This letter serves to inform the Division of our intent to begin excavation of ponded material in the near future and to confirm the Division’s concurrence with these plans.
