Dear Ms. Bader:

On January 05, 2015 the Division of Waste Management (DWM), Solid Waste Section (SWS) received a written request
(DIN 22592), which was prepared on behalf of Harnett County (the County) by Smith Gardner, Inc. (S+G) According to the
request the County proposes to stockpile earthen material within the limits of one of the closed sanitary landfill units on the
southern portion of the landfill property. The stockpile earthen material will be used for improvements of the final cover
system of the closed sanitary landfill units.

The proposed activities will enable the County to conduct the post-closure care at a closed landfill and hereby grants the
County the authorization to stockpile earthen material for conducting the improvement of the final soil cover system. The
County must implement all necessary best management practices (BMPs) according to the approved Erosion and Sediment
Control Plan for the landfill units. Please place this approval document to the operating record at the landfill facility. If you
