Werner Permitting Hydrogeologist NCDENR DWM – Solid Waste Section 1646 Mail Service Center Raleigh, North Carolina 27699 Reference: Request for Well Abandonment Phase IV Cell Camp Lejeune Landfill Jacksonville, Onslow County, North Carolina ECS Project No. 22-21667 Dear Ms. Werner: ECS Carolinas, LLP (ECS) is pleased to provide you with a request to abandon monitoring wells located at the Camp Lejeune Landfill in Jacksonville, Onslow County, North Carolina. On October 9, 2014, ECS was requested by Glover Construction Company, Inc.(Glover) to abandon monitoring wells at the Camp Lejeune Landfill. Glover has been awarded the construction of the Phase IV cell of the landfill. Upon their initial site reconnaissance, they observed four monitoring wells that were in the footprint of the new construction and determined that they will be destroyed during construction activity. On October 13, 2014, ECS met with Reuben Williams with Glover in order to identify the four monitoring wells. The wells were identified as monitoring wells MW-13 and MW-14A, and Gas Monitoring Wells GMW-19 and GMW-11 (Figures 1 and 1A). ECS is requesting your approval to abandon these wells. Groundwater well MW-14A is not a part of the Landfill Monitoring program so ECS is requesting that it not be replaced. Due to monitoring well MW-13 being in the vicinity of the newly constructed well MW-18, ECS is requesting that MW-13 not be replaced. ECS recommends that the two gas monitoring wells be replaced; however, the new locations of the two gas monitoring wells should be determined by the consultant that managed the previous construction and monitoring of these wells.
