Based on your submittal dated September 6, 2016 and subsequent revised site plans submitted October
14, 2016, you are authorized to begin construction of the Proposed Green Recycling Solutions LLC,
Folkstone C&D Recycling Collection/Transfer Facility in Holly Ridge, Onslow County, North Carolina.
Construction activities may proceed in accordance with the NCDEQ – Division of Land Quality approved
erosion and sedimentation control plan including the following activities:
 Clearing & grubbing of the site
 Establishing permanent access to the site in accordance with approved site plans
 Soil grading activities in accordance with approved site plans
Division of Waste Management permitting for the referenced facility is still in progress but the
application for permit has been deemed complete for permitting purposes.
Any other local, state or federal permits and permit conditions that may apply to this site beyond the
Division of Waste Management regulatory authority must be procured and complied with as issued.
