Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on March 10, 2016. 2. The facility is owned, operated and managed by Henderson County. 3. Waste is transported from the transfer station to the Upstate Regional Landfill, 868 Wildcat Rd, Enoree, South Carolina. 4. The service area for the facility is Henderson County. 5. The facility receives approximately 300 tons of waste per day. 6. The hours of operation of the facility are Monday through Saturday 8:00am to 4:30pm. Records Review 7. The current permit and operations plan were available upon request. The permit expires on April 12, 2016, please contact Larry Frost, Engineering Project Manager, Solid Waste Section about renewing the permit. 8. Waste screening reports from January through March 2016 were reviewed. Screenings appeared to be performed with good frequency and provided good documentation of observed unacceptable waste streams and final disposition of those wastes. The facility performs waste screenings approximately three times per day. 9. Certified Transfer Station Operations Specialists  Gregory A. Wiggins (expires June 22, 2018)  Dustin W. Please note that all scrap tire forms must have an original signature. Photocopied signatures are not allowed. 11. CFC removal records were reviewed. CFC’s are removed by Mark DFlippo, an independent contractor (CFC certification 27355). Operations inspection of Transfer Station (4504) 12. The transfer station consists of two pre-engineered buildings. Building 1 is used for commercial haulers and vehicles with a mechanical dump mechanism. Building 2 is for residents and loads that must be unloaded by hand. 13. The tipping floor and receiving bay drains were observed and appeared to be in good condition. 14. The receiving bay was observed and appeared to be clean and in good condition. 15. Windblown material was well managed at the time of inspection. Facility staff was actively cleaning litter at the time of inspection. 16. The leachate collection system is directly connected to the Cane Creek Sewer system. 17. Pallets are banned from disposal in MSW landfills. Please continue to remove pallets from incoming loads. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 Building 1 tipping floor. Operations Inspection of Treatment and Processing (Wood Grinding) Area 18. The facility is permitted to receive land clearing waste and wooden pallets constructed of unpainted and untreated natural wood. 19. The facility contracts a portable grinding operation approximately two times per year to grind the waste. Ground material is sent to Carolina Mulch Plus. 20. Stockpiles of land clearing waste and pallets are stored separately. 21. Unapproved material is removed from the wood grinding area on a daily basis. Treatment and Processing (Wood Grinding) Area. Operations Inspection of Yard Trash/Compost Area 22. The facility is permitted as a small Type 1 compost facility and may receive only yard waste, silvicultural waste, untreated and unpainted wood waste. 23. One windrow of leaves was observed at the time of inspection. This material is used onsite for erosion control issues around the facility and is not distributed to the public. 24. No objectionable odors were observed at the time of inspection. Citizens Convenience Center, HHW Area and White Goods area 25. The Citizens convenience center is located to the east of the scale house. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 4 26. Source separated recyclables, white goods, scrap metal, waste oil, antifreeze, used oil filters, batteries, mercury products, electronics (excluding televisions and monitors) and used cooking oil are accepted from residents and the convenience center. 27. Televisions and monitors are collected for recycling at the transfer station. 28. White goods are collected on a concrete pad and items containing CFC’s are stored upright. 29. CFC removal is performed on site by an independent contractor. 30. Mercury lamps and switches are collected five days per week and are sent to Clean Lights in Spartanburg, SC for disposal. 31. The HHW area is located at the convenience site and is open approximately six times per year. 32. The area was clean and appeared to be well managed. White goods collection area. Operations Inspection of Scrap Tire Collection Area 33. Truck tires and passenger tires are stored in separate van trailers. 34. Tires are sent to US Tire in Concord, NC for disposal and/or recycling. Operations Inspection of Electronic Waste Collection Area 35. Electronic waste collection area is located to the east of the scalehouse. 36. Electronic waste is staged, sorted and palletized and loaded into van trailers for shipment. 37. Electronic waste is sent to ECycle Secure in Charlotte, NC.
