I reviewed the application submitted for this proposed facility. I have a couple of comments.
1. According to the deed included in the application, the property is owned by Edmund Jin and Eva Lu. The
certification by land owner in Appendix VII must be signed by all owners, therefore, Ms. Lu needs to sign also.
2. The operation plan lists the following landfills for disposal of material that cannot be recycled or disposed: East
Carolina Regional Landfill, Foothills Environmental Landfill, and the City of Greensboro Landfill.
The City of Greensboro Landfill (Permit No. 4112‐MSWLF‐1997) is authorized to accept waste from the City
of Greensboro and Guilford County, however, they currently only dispose a very small, specific waste and
are not accepting waste from the public. You would not be able to use this facility so you should remove it
from the plan.
The Foothills Environmental Landfill (Permit No. 1403‐MWLF‐1998) is located in Lenoir, Caldwell County. It is
approximate 130 miles from your facility. Based on their franchise, they can only accept waste from
incorporated and unincorporated areas of Alexander, Allegheny, Ashe, Avery, Buncombe, Burke, Caldwell,
Catawba, Cleveland, Davie, Forsyth, Gaston, Guilford, Iredell, Lincoln, Madison, McDowell, Mitchell,
Rutherford, Stokes, Surry, Watauga, Wilkes, Yadkin and Yancey counties. Your application indicated that
you intends to take waste from Edgecombe and Vance counties which are not in their service area.
The East Carolina Regional Landfill (Permit No. 0803‐MSWLF‐1993) in Aulander, Bertie County, can accept waste
from all counties in North Carolina. However, it is approximately 200 miles from your facility.
You may leave East Carolina and Foothills Environment on your list of disposal facilities, however you may want
to consider closer options. Closer options are the Rockingham County Landfill (7904‐MSWLF‐1995) in Madison,
Rockingham County (218 Shuff Road) which is approximately 15 miles from your facility or the Upper Piedmont
Regional Landfill (7304‐MSWLF‐1997) in Roxboro, Person County which is approximately 50 miles from your
facility. The Rockingham County Landfill is permitted to accept waste generated within Rockingham County and
those counties within a 75‐mile radius of Rockingham County including those counties in Virginia. The Upper
Piedmont Regional Landfill is permitted to accept waste generated in any county partially or wholly within 60
statute miles of the political boundary of Person County, except for waste generated by the Cities of Durham
and Raleigh.
The City of High Point Landfill ( 4104‐MSWLF‐1991) is also relatively close (~40 miles), but it only accepts waste
from Guilford, Randolph, Davidson, and Forsyth Counties.
If the volumes are small, you might also check with transfer stations in the area.
