Dear Mr.Bryant:
Pilot Environmental,Inc.(PEI) has completed the sampling at the above referenced location.
Multiple piles of rubble consisting of cinder block, brick and concrete are located on the site
(Drawing 1).The materials in the piles are from the dilapidated buildings on the site. New River
Tire Recycling is evaluating the use of the materials as on-site fill. As part of the evaluation,PEI
was requested to collect bulk samples of the rubble and have them analyzed for toxicity
characteristic leachate procedure (TCLP) for the eight Resource Conservation and Recovery Act
(RCRA) metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium and silver).
PEI arrived on-site on November 15, 2016 to conduct the TCLP sampling.Representative amounts
of each material type within the individual piles were collected and a composite sample was
placed into a clean container for each sample location.Samples were collected from three
separate sample locations.
The samples were placed under chain of custody and delivered to Research & Analytical
Laboratories, Inc. (R&A) for analysis via EPA Method 6010. Laboratory analysis detected arsenic
at 0.017 parts per million (ppm) in sample S-1. In addition, barium was detected in all three
samples ranging from 0.220 to 0.288 ppm. However, these levels are well below their respective
EPA maximum concentration of contaminants for toxicity characteristic regulatory limits of 5.0
and 100.0 ppm. Other metals were not detected above the laboratory quantitation limits. Based
on the laboratory results, it does not appear that the construction demolition debris presents a
leaching hazard.
