Dear Mr. Lunsford,

The NC Solid Waste Section has completed a review of the Appendix I Inorganic Constituent Exceedances
letter dated December 7, 2016 (DIN 27116) and submitted on behalf of Madison County by Altamont
Environmental for the Madison County Subtitle D MSW Landfill, Solid Waste Permit Number 5803. The
letter was submitted in response to a Solid Waste Section letter dated August 8, 2016 (DIN 26569).

In response to the inorganic groundwater exceedances at the landfill and in accordance with 15A NCAC
13B .1633, Madison County will be conducting an Alternate Source Demonstration (ASD). In addition,
Madison County is requesting a 90-day extension to submit the ASD.
