Dear Mr. Bivins,

The NC Solid Waste Section has completed a review of the Request for Extension – Alternate Source
Demonstration letter dated December 5, 2016 (DIN 27114) and submitted on behalf of Lincoln County by
S&ME, Inc. for the Lincoln County Subtitle D MSW Landfill, Solid Waste Permit Number 5503. The letter
was submitted in response to a Solid Waste Section letter dated August 8, 2016 (DIN 26568).

In response to the inorganic groundwater exceedances at the landfill and in accordance with 15A NCAC
13B .1633, Lincoln County will be conducting an Alternate Source Demonstration (ASD). In addition,
Lincoln County is requesting an extension to submit the ASD by December 30, 2016.
