VAN DER VAART Secretary MICHAEL SCOTT Director State of North Carolina | Environmental Quality | Waste Management Asheville Regional Office | 2090 US Highway 70 | Swannanoa, NC 28778 828 296 4500 T December 6, 2016 Sent Via Email – chadparker@jacksonnc.org Mr. Chad Parker Jackson County Solid Waste 401 Grindstaff Cove Road Sylva, NC 28779 Re: Five Year Corrective Action Evaluation Report (CAER) Closed Jackson County MSW Landfill Jackson County Solid Waste Permit Number 5002 DIN 27102 Dear Mr. Parker, The NC Solid Waste Section has completed a review of the Five Year Corrective Action Evaluation Report dated October 31, 2016 (DIN 27101) and submitted on behalf of Jackson County by Altamont Environmental, Inc. for the closed Jackson County MSW Landfill, Solid Waste Permit Number 5002. The Solid Waste Section approved the County’s selected remedy for this landfill on June 2, 2011 that included the implementation of Monitored Natural Attenuation (MNA) and Extraction of Leachate (DINs 13961 and 14071). The Corrective Action Evaluation Report was submitted pursuant to the County’s Corrective Action Plan dated June 30, 2011 and approved on September 1, 2011 (DINs 14826 and 15066). MNA parameter sampling has been ongoing at the landfill since the Fall of 2011, and the leachate extraction system has been ongoing in a phased approach since 2012. The final phase of the leachate extraction system was completed in September of 2013. It appears that conditions have remained relatively stable at the landfill since the implementation of the selected remedy. Within the Corrective Action Evaluation Report, the County is requesting to modify the Appendix II monitoring schedule. The County is requesting to remove Appendix II Herbicides, Appendix II Polychlorinated Biphenyls (PCBs), Appendix II Pesticides, and Cyanide. Therefore, the County is requesting the following schedule for the Spring semiannual monitoring event, Appendix I VOCs, Appendix I Metals, and Sulfide, and the following schedule for the Fall semiannual monitoring event, Appendix II VOCs, Appendix II Metals, Appendix II SVOCs, and Sulfide. The Appendix II Herbicides, Pesticides, and PCBs will be incorporated into the Fall monitoring event once every five years, with the next monitoring event to include these constituents to be performed in the Fall of 2021. As a result, please continue implementing the groundwater corrective action at this landfill, and the request to modify the monitoring schedule for specific Appendix II constituents to every five years is not approved at this time. However, Appendix II Herbicides, Appendix II PCBs, Appendix II Pesticides, and Cyanide may be monitored once every two years. Therefore, the next monitoring event for these specific Appendix II constituents should be in the Fall of 2018.
