VAN DER VAART Secretary MICHAEL SCOTT Director December 5, 2016 Mr. Wayne Bell General Manager EJE Recycling and Disposal, Inc. 802 Recycling Lane Greenville, NC 27834 Subject: Permit Application Review EJE Recycling Transfer Station Permit No. 7406T-TRANSFER-2001, Pitt County, Document ID No. 27007 Dear Mr. Bell: The Division of Waste Management, Solid Waste Section (Section), has received your permit application for the EJE Recycling Transfer Station (Permit No. 74-06T) (DIN 26914) submitted by Amec Foster Wheeler on your behalf. The following are comments and questions based are based on a review of the application. 1. Based on legislation passed by the General Assembly, the next permit for this facility will be issued as a life-of-site permit. The rule for the life-of-site permit for transfer station is pending legislative review. You will be notified if additional information is needed. 2. Section 1.7 Regulatory Contacts – There are several phone numbers listed for the DWM Central Office that were for the former Oberlin Road office. The telephone numbers for the central office were changed when the office was moved to Green Square. The phone number for the Division of Waste Management is (919) 707-8200. The caller can ask for the Solid Waste Permitting Supervisor or any DWM staff when calling that number and the receptionist can transfer calls to anyone in the Division. Staff assignments and personnel can change so I would suggest using this number. There is also a toll-free number for the NC DEQ: (877) 623-6748. 3. The department name was updated in several places, however, one reference was missed at the top of page 9. 4. Section 1.7 Regulatory Contacts – The last paragraph references Appendices 3 and 4. It was stated that Appendix 3 was updated as of 2016. Appendix 4 is a list from the Hazardous Waste Section and is outdated several places. The Hazardous Waste Section currently includes this list as “Useful Agency Names and Numbers” in Appendix B of their Generator Compliance Manual. The manual can be found at http://deq.nc.gov/about/divisions/waste-management/waste-management-permit-guidance/hazardous- waste-section-technical-assistance-education-guidance . You may want to visit this site periodically to check the information to make sure it is current. Your environmental specialist is also a good reference for this information. 5. In several places and specifically in Section 3.1 – Accepted Wastes, the transfer station is stated as receiving and permitted to accept MSW waste, however, in Section 9.1.1 – Prohibited Waste, the facility is stated as allowed to receive C&D wastes and MSW is specifically listed as a waste the transfer station shall not receive. Please review these sections to make sure they are correct and consistent. 6. An application signature page is included in Appendix 1, but is not signed. 7. Section 5.8 describes Rain Water Management and references the stormwater pollution prevention plan in Appendix 5. The stormwater pollution prevention plan is dated 2009 and is not signed. Under facility information, Section 1.2, it has the EJE location, but in the first sentence states it was specifically prepared for the “Burnt Popular Road C&D Transfer Station”. I would assume that this wasn’t the final version. I was able to find your permit number, NCG130059; the effective date, June 1, 2013; and the expiration date, May 31, 2018. Referencing the permit number in Section 5.8 and having a copy of the current permit at the site is sufficient. It does not need to be included in the application. 8. I have reviewed the financial assurance estimate. I will notify Sarah Rice that I find it acceptable and copy you on the correspondence. 9. The Fire Occurrence Notification form was update in 2016 and is available from the Section web site, http://deq.nc.gov/about/divisions/waste-management/solid-waste-section by selecting “Forms” under topics and then scrolling to the form. You may include the printed form in the application. You may want to also be aware that it is a form that can be filled in online and then printed. Please make changes as needed to the application.
