No action has been taken to clean up the debris. Marked the 4 spots with orange flags and called Mr. Clemons to discuss the situation. Mr. Clemons stated that he would visit the site. OBSERVED VIOLATIONS: Please see above. Septage debris is septage and shall not be deposited outside the permitted boundaries. Septage debris shall be contained and disposed of properly (MSW landfill). Completely clean up all septage debris piles within the neighboring vegetation on Field 1B and disposed of the waste properly. SEE BACK The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. Took two soil samples, received $50 check for NCDA. Did not review site logs at this time. 2. The required signs are posted and the access road is adequate. 3. Cropstand appears adequate at this time. Land application shall only occur this winter if the cropstand remains sufficient. Noted some areas of weeds & vegetation other than fescue which should be controlled in the coming year. 4. Field markers appear adequate at this time. It appears that the approved setbacks are being met – except for the debris piles along the woodline of field 1B. No sign of land application outside the permitted boundaries. 5. No sign of heavy application or recent application. No odors noted.
