This Report covers the remainder of Cell 1B not certified by the Certification Report issued on October 4, 2016. The portion of Cell 1B covered by this report is approximately 6.6 acres (Figure 1). In addition to the October 4 report previously mentioned, two previous reports, dated September 9 and October 4, 2016, covered Cell 1A. The following document, prepared by S&ME, Inc., of Charlotte, NC, and dated February 2015, was reviewed by SCS: Design Hydrogeologic Study, Great Oak Landfill – Phase 1. This document contains information on the geology and hydrogeology of the Facility. Subgrade Inspection The following is a summary of the geologic field observations performed by Mr. Michael Cobb, a licensed geologist, in accordance with the Landfill’s Permit to Construct, No. 7607-MSWLF- 2015, Part I, Condition 7: • Contractor excavation has revealed rock formations within portions of Cell 1B. • Contractor has completed most of the required blasting in this area. • Cambrian Age slate (meta-mudstone) was observed to overlay quartzite. • Quartz veins were observed in the quartzite bodies that had not yet been blasted, and remnant pieces of quartz, varying in size from a few inches in length to up to two feet in length, were visible in areas in which blasting has occurred. Christine Ritter November 28 , 2016 Page 2 • Large boulders of quartzite and meta-mudstone (up to several feet in length) were observed within the northeastern portions of Cell 1B; these boulders are the result of blasting by the contractor and were being removed at the time of the October 20th site visit. • Material observed in areas in which no blasting had occurred included residuum and saprolite consistent with the Uwharrie Formation of the Carolina Slate Belt. • Groundwater was not observed in the subject cell. The geology of the area of the cell inspected appears to be consistent with the observations and geologic evaluations documented in the S&ME report cited above. During an October 20, 2016 site inspection, blasting was in progress in the northeastern portions of Cell 1B, and excavation of previously-blasted material was underway in areas that had previously been blasted. Blasting was conducted in order to excavate and remove bedrock formations to a depth of at least 4 feet below the design subgrade elevations. During the October 20th site inspection, blasting was not yet completed in the portion of Cell 1B covered by this report. SCS personnel have been on-site full time and have observed the continued removal of material from the portion of Cell 1B covered by this report. All rock was removed from the subject area by mid-November, to a depth that meets the 4-ft requirement for vertical separation. No rock outcrops jutting above the existing grade established by the contractor were observed. It is SCS’s opinion that the remaining geologic features in this portion of Cell 1B (that is, the bedrock remaining after blasting and excavation conducted by the contractor) will have no impact on the construction or operation of the Facility beyond the vertical separation requirements discussed below. Vertical Separation Certification Per 15A NCAC 13B.1624(b)(4), for municipal solid waste landfills, the bottom elevation of the base liner system must have a minimum vertical separation of four (4) feet above bedrock. Upon completion of blasting and clearing by the contractor, Charlie Morgan Surveying, PLLC (Morgan) was retained to survey points along the exposed bedrock in the portion of Cell 1B covered by this report. The survey data provided by Morgan was used to develop an exposed bedrock map, attached as Figure 1. This map shows that exposed bedrock was present in approximately 3.0 acres of the portion of Cell 1B covered by this report. Upon completion of structural fill placement, Morgan surveyed this same set of points to establish the base grade and determine the separation within this portion of Cell 1B. The elevations from the surveying were used to prepare Table 1, which shows the amount of separation at each surveyed point. M s .
