PURPOSE OF SITE VISIT:

STATUS OF PAST NOTED VIOLATIONS:
15A NCAC 13B .0841 (j) states: “Septage shall be transferred to and from a detention system in a safe and sanitary
manner that prevents leaks or spills of septage, including septage in pipes used for transferring waste to and from
vehicles.”
Dennis Willis Septic Service was in violation of 15A NCAC 13B .0841 (j) in that on November 13, 2015 several areas of
spilled septage was observed in and around the tank load-out areas. Most of these areas appear to have been treated with
lime however the waste not removed and properly disposed of.
In order to come into compliance, by February 1, 2015 Dennis Willis Septic Service was required to send documentation
of steps that have been taken to prevent spills in the future to the Solid Waste Section.
On January 27, 2016, a letter was received from Dennis Willis Septic Service with the required documentation.
The observed violation is resolved.

ADDITIONAL COMMENTS
1. The Septage Detention and Treatment facility (SDTF) consisted of one 4,000 gallon; two 10,000 gallon; and
five 8,000 gallon steel tanks to be used for the storage of domestic septage and grease trap pumpings.
2. Set-back/buffer requirements appear to have been met.
3. Appropriate signage was displayed at the site.
4. The access road to the tanks was passable but needs repair due to recent rains.
5. The tanks appeared to be structurally sound and well maintained.
6. Area in front of the tanks has been cleaned somewhat, however, better care must be taken in the future in order
to prevent spillage of septage onto the ground.

7. Vegetation was well maintained around the tanks.
8. Slight odors were observed in the area of the detention and treatment area.

administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
