John College – DWM STATUS OF PERMIT: Inactive; Closed MSWLF PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS: 1 – This Facility is a closed Municipal Solid Waste (MSW) Landfill. 2 – The site is secured by a chain link fence with locked gates at the two Facility entrances. 3 – The Facility access road is constructed of all-weather construction and is being well maintained at this time. 4 – Proper signage is posted stating the permit number, contact information, and that this is a closed Facility no longer receiving waste. 5 – Permanent, highly visible, Edge of Waste markers are in place and are being maintained as required. With the exception of the South Corner marker. While mowing recently, the tractor hit marker. Needs to be replaced. 6 – This Facility manages landfill gas through a passive venting system. One vent needs the top elbow replaced. 7 – The Facility monitoring wells were reviewed. Access to wells were maintained. All wells were secured by functioning locks. 8 – The Facility has a well-established native grass cover to prevent erosion. The Facility has currently just been mowed at 85% of total site. Too wet to get to other 15%. Plans to mow in a couple of weeks. 9 – Several areas need to have small saplings cut on North side. 10 – Areas noted with erosion on last inspection conducted on June 25, 2014 have been corrected. 11 – No violations were observed during this Facility Compliance Inspection. 12 – Corrective measures are required as a result of this Facility Compliance Inspection.
