Operational Plan
City of Asheboro Recycle & Solid Waste Transfer Station
Permit Number 76-05-T

I. INTRODUCTION AND PURPOSE
The purpose of this plan is to provide guidelines for operation of the
City of Asheboro Recycle & Solid Waste Transfer Station facility in
accordance with this plan, the North Carolina Solid Waste Management
Rules and generally sound environmental and waste management practices.
II. GENERAL INFORMATION
The transfer facility is located in Asheboro, North Carolina. The
facility is owned and operated by the City of Asheboro. The primary

The facility sits on approximately 34.80+/- acres, which is completely
fenced with an electronic entry gate in the entry driveway. And a
manual gate at the rear of the property. There is signage stating that
we are not open to the public. The total heated building area is
approximately 8650 square feet. The tipping floor area is approximately
6600 square feet with two bi-fold hanger type doors approximately 30
feet tall to enter the tipping floor. There is approximately 2050
square feet of office breakroom type area. Across from the building
area, tires are stored in a trailer until full. Non Freon appliances
are stored in a roll-off container until full, then recycled as scrap
metal. Freon appliances are stored in an area approximately 100 square
feet close to the roll-off container. E-waste is stored in an area
approximately 1000 square feet on pallets.
III. SOURCE, TYPES, AND QUANTITIES OF WASTE
The facility will only receive and transfer recyclable and municipal
solid waste from within Randolph County. The facility will only receive
solid waste as defined in G.S. 130A - 290(35). Except that no
hazardous or liquid waste will be accepted at the facility. Any
hazardous, liquid waste or other unacceptable material found in the
waste stream would be removed and held for proper disposal. Any animal
carcasses will be immediately loaded for removal.

The waste will be delivered to the site in City owned vehicles, or
private contractors. It is anticipated that approximately 200 tons per
day (based on a five-day workweek) will be transferred through the
facility. The facility is not open to the public to drop off any waste
of any kind at any time.
The facility will transfer municipal solid waste to either Uwharrie
Environmental Landfill (Permit # 6204) located on 500 Landfill Rd. in
Mt. Gilead, Montgomery County, North Carolina, or to Waste Management
of Carolinas, Inc. Great Oak Landfill Permit # 76-07, 3597 Old Cedar
Falls Road, Randleman, Randolph County, North Carolina. Recyclables
will be transferred to North Davidson Garbage and recycling or any
other established MERF that is accepting recyclables as the market
dictates.
IV. OPERATION
GENREAL
The transfer station will operate during normal business hours Monday
through Friday. The station may be closed on major holidays, such as
Easter and Christmas. The operating hours may change due to
fluctuations in the waste stream, or other unforeseen conditions, but
are expected to be 7:00 a.m. to 5:30 p.m. During operating hours there
will be a trained operator on site at all times.
Vehicles will be weighed in at the scale with an automated weight
system, and then travel to the transfer building. Waste will be
unloaded onto the tipping floor, and pushed with a backhoe directly
into open top trailers. The operator will keep a daily log of all
activities that occur at the facility. The station operator will make
every effort to be present to observe the contents, and take action if
unsuitable waste is received (see Section VI).
EQUIPMENT
The equipment will be owned or rented and operated by the City of
Asheboro. City staff will conduct preventive and other maintenance as
necessary to keep the equipment in good operational condition. The
following equipment is expected to be used in the transfer station:
· Backhoe
· Front-End Loaders
· Open-Top Transfer Trailers
· Switch Tractor
A backhoe or front-end loader will be used to push the waste from the
tipping floor into the open top trailers. As each trailer is filled, it
will be transferred to the Landfill. Any trailers left on site
overnight will be covered.
PERSONNEL
The scale will be automated and will not need to be manned and the
operator will be at the transfer building. Other trained personnel will
be available to assist the operator if needed.

All employees will be routinely trained in workplace safety issues
including recognizing and managing hazardous materials, fire prevention
and firefighting, and other emergency and safety related topics. A
qualified person will conduct all training. First aid supplies will be
provided in the facility and all employees will be required to report
all work-related injuries and illnesses. All personnel will be provided
protective equipment such as safety shoes, gloves, safety glasses, dust
masks, earplugs and protective clothing as needed.
V. WASTE TRANSFER
All vehicles will be weighed at the scale with the automated weight
system and then proceed to the transfer station. The vehicles will back
into the transfer station to unload onto the tipping floor. Visual
inspection will be made by the facility attendant to assure unwanted
and prohibited waste is not accepted at the facility (see Section VI).
The waste will be pushed into the open top trailers, which are parked,
on the load out pad at a lower elevation than the building’s tipping
floor. Once the trailers are full, empty ones will replace them. All
outgoing trailers will be weighed at the scale on the automated weight
system for record keeping purposes and to prevent overloaded vehicles
from leaving the facility. Weight records will be maintained at the
facility. This data will be used in the preparation of the annual
reports submitted to North Carolina Department of Environmental Quality
(NCDEQ). The facility will be operated according to guidelines set by
NC Solid Waste Management Rules 15A NCAC13B.0105, .0401 and .0402.
VI. HAZARD AND NUISANCE CONTROL
Some of the major components of hazard and nuisance in any waste
transfer operation are prohibited or off-spec waste materials, fire,
litter, odors, disease vectors, dust and noise. A brief discussion of
each of these items follows:
. Prohibited or undesirable waste: This facility is not intended to
accept regulated quantities of hazardous or medical waste, radioactive
materials, septage and sewage waste, bulk animal waste or carcasses
(from a vet facility or animal control facility), liquid waste, waste
oil, lead-acid batteries, asbestos containing material, sludge or bio-
solid, PCB waste or any other waste that are banned from landfilling by
statute or rule. Signage will inform facility users of prohibited
wastes. Every effort will be made to preclude acceptance of these
wastes through education and inspection, but in the case of inadvertent
receipt of these wastes, personnel will be available to isolate the
material, take appropriate measures (which will include returning the
waste to the generator or removing it for appropriate disposal), and
notify within 24 hours the Solid Waste Section. The points of contact

There will be a supply of oil sorb, booms and pads for containment of
any hazardous waste. Personnel at the facility will be trained in
conducting random inspections of waste loads, and in emergency
management as it relates to waste disposal. A qualified person will

conduct all training. Initial response will be from the City of
Asheboro Fire Department by calling 911.
· Fire: The transfer building and associated equipment will be
equipped with fire extinguishers. Routine inspection of the fire
extinguishers will be conducted by qualified personnel. All personnel
will be trained in effective firefighting procedures and in fire
prevention. Training will be conducted by a qualified person. No
flammable liquids will be stored in the building. A water supply and
hoses will be provided in the building for firefighting purposes, and
in the case of a fire the Fire Department will be called by calling
911, the local fire department is within 5 minutes of the facility.
Onsite training and facility walk through with the Fire Department will
be conducted annually. However, should a fire occur, the following
steps shall be taken. If a waste truck is found to be on fire while it
is approaching the scale house, the driver shall secure the vehicle a
safe distance from scale house, if possible. The driver shall exit the
vehicle and get a safe distance away to call 911. If feasible, the
driver shall get a fire extinguisher from the nearest location and try
to contain the fire until out, or until the fire department arrives. If
a waste truck is found to be on fire in the building, the driver shall
secure the truck and exit as soon as possible. Driver shall notify 911.
Driver shall get the nearest extinguisher or fire hose and try to
contain until extinguished or fire department arrives. If a fire is
found in waste on tipping floor, facility operator shall notify 911,
then get the nearest fire extinguisher or fire hose and attempt to
contain until extinguished or until fire department arrives. Should a
fire break out inside the facility, the City shall provide the Solid
Waste Section a verbal notification within 24 hours and a written
notification within 15 days. Written notification must include the
suspected cause of the fire, the response taken to manage the incident,
and the action to be taken to prevent the future occurrence of fire.
The standard fire occurrence report can be downloaded from the SWS
website at https://deq.nc.gov/about/divisions/waste-management/solid-
waste-section/solid-waste-forms. In any and all cases the open burning
of any received waste at the facility shall be strictly prohibited.
· Litter: Site fencing, covered hauling vehicles and adequate staff
oversight will be used to prevent litter. Windblown material, if any,
will be picked up as needed.
· Odors and Vectors: Measures to be used to control odors and disease
vectors include prompt removal of waste, washing of the tipping floor,
washing of the trailer staging area, and covering any partial loads
which may remain outside overnight. If vectors are detected, adequate
extermination measures will be implemented. Every effort will be made
to wash the tipping floor at least once per day or more often if needed
depending on factors such as the waste volume for that day.
· Dust: The access road and the area immediately surrounding the
transfer building will be paved to prevent a dust problem.
· Noise: The building is located on a large tract of land with hill
and trees to stop any noise. No noticeable increase in current noise
levels is expected.

VII. Wastewater Management
Wastewater from the tipping floor (and from waste itself) will drain
into the load-out area. Which is a lower elevation than the tipping
floor, where it will drain to a floor drain and into a settling pit
which will remove any large items, then it will go into a oil-water
separator and then into the sanitary sewer system. Leachate leaking
from trailers in the trailer staging area will drain into a trench
drain. The trench drain will have a settling pit, which will remove any
large items, and then it will go into an oil-water separator and then
into the sanitary sewer system. The settling pits, trench drain and
oil-water separator will be cleaned as often as needed. Cleaning will
be done with the City of Asheboro Vac-Truck and then hauled to the
waste treatment plant for processing.
The building itself is situated on the property, and all areas around
it are either concrete or asphalt, and graded to slope in a manner that
very, very, little to no rain water gets on the tipping floor. With the
doors in the open position it creates a dry canopy type opening
approximately 15 to 20 feet out from the doorway. Only in a blowing
rain do you get a buildup of rain water to the entrance of the tipping
floor. This area is also “ramped” with asphalt both “in” and “out”.
This keeps any liquid either inside on the tipping floor or outside on
the concrete apron. The tipping floor is concrete and sloped in a
manner to drain away from the door opening to the loadout area to the
appropriate drain. The concrete apron is sloped in a manner to drain
away from the building.
The trailer staging area is asphalt and sloped in a manner to drain to
the trench drain then to the settling pit then to the oil water
separator then to the sanitary sewer.
VIII. Waste Screening
Each load will be checked for unacceptable material found in the waste
stream. Any unacceptable material found in the waste stream will be
removed and held for proper disposal. Waste screening will be conducted
on 1% of the commercial waste or at least 1 (one) load per. week. Loads
will be checked at random. Waste screening report forms will be kept on
file in the station office. Records will be kept in the office at the
facility. The operator will be trained in waste screening and a
qualified person will conduct training.
VIIII. White Goods, Metal, Electronics and other Recyclables
White goods, metal, and other scrap metal type recyclables collected by
City personnel will be placed in roll off containers or trailers, which
will be located in a designated outside, area across from the building
at the Transfer Station. The trailers will be hauled to a recycler for
processing and the white goods containing refrigerant, which may be
stored on site, will be hauled to the Randolph County Solid Waste
Facility. All appliances containing refrigerant will be kept separate
from those that don’t. City personnel does not remove Freon from these
appliances. That is done by personnel at the Randolph County Solid
Waste Facility. Scrap tires collected are stored in a trailer parked in
a designated area, outside, across from the building, until full. Then
they are delivered to the Randolph County Solid Waste Facility and
placed in designated trailers. All applicable rule in 15A NCAC 13B.1107
will be followed. Televisions that are collected by City personnel are
carried to the Randolph Co. Solid Waste Facility and placed in the
designated area for electronics. When the need arises, televisions may

be stored at the Transfer Station for a short period of time, outside,
in a designated area, across from the building, on pallets, awaiting
removal to the Randolph Co. Solid Waste Facility.
X. Contingencies for Potential Problems
In the case of power outages from natural occurrences, both the scale
house and Transfer Building are equipped with backup generators and
automatic transfer switches. So that during a power outage very little
if any change is seen during normal operating hours. There are two
backhoes, and one rubber tired loader on site to push waste from the
tipping floor into trailers. So if one is due service or breaks down
there is a backup. There is a spare switch tractor for switching
trailers if the primary one breaks down or is due service. There are
five city owned trailers at the facility for transportation of waste.
There are two city owned road tractors designated for transportation of
waste. Another city owned road tractor is available for transportation
if one is due service or breaks down. At the scale house, there is an
extra electronic scale reader if one does not pass inspection or breaks
in some way. If some unforeseen situation happens, there is also a
mechanical beam attached to the scale if all electronics fail so loads
incoming and outgoing can still be weighed.
