Dear Ms. Drummond:
On behalf of Granville County, Joyce Engineering (JOYCE) requests for approval from
the Solid Waste Section to abandon one monitoring well (NES-1) and one piezometer (P-14) at
the Granville County Oxford landfill. The locations of NES-1D and P-14 are shown on the
attached Groundwater Potentiometric Surface Map from February 17, 2016.
Monitoring well NES-1D is located on the north side of Unit 1 and was originally
designated as a performance well as part of the corrective action monitoring network. In a letter
dated May 22, 2014, JOYCE requested that NES-1D be removed from the corrective action
monitoring network. NES-1D is located downgradient of compliance well MW-4R. Benzene
has not been detected in MW-4R since 2003, nor has there ever been an exceedance for any
constituent-of-concern (COC) in NES-1D. NCDEQ approved the request to remove NES-1D
from the corrective action monitoring network in a letter dated June 3, 2014. NES-1D was
damage during mowing operations in the summer of 2015 and can no longer be monitored for
water levels or be repaired. JOYCE formally requests permission to abandon NES-1D.
Piezometer P-14 was installed for the hydrogeological characterization and potential
monitoring of Unit 2, Phase 1 in 2009 and is currently located in the footprint of the future cell.
The area around P-14 is being used for landfill borrow activities and it is in the way of
excavation. JOYCE formally requests permission to abandon P-14.
NES-1D will be abandoned by removing the surface completion and over-boring the well.
The bore hole will be tremie-grouted to ground surface. P-14 will be abandoned by over-boring
the well. The bore hole will be tremie-grouted to ground surface.
