Yard Waste Notification approval letter issued by the SWS dated October 17, 2016

PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the Yard Waste Notification is in compliance with 15A North Carolina
Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the Yard Waste
Notification application and in the Yard Waste Notification approval letter)

ADDITIONAL COMMENTS
On November 22, 2016, John Patrone met with David Hutchins and Rusty Turner to conduct a comprehensive inspection
of the City of Asheboro Leaf Transfer Station on Transfer Station Place in Asheboro, Randolph County.
1. The yard waste notification (YWN) is owned by the City of Asheboro.
2. The YWN is located adjacent to the City of Asheboro Transfer Station (76-05), at the rear of the property.
3. The YWN site is not open to the public. It is accessed by City of Asheboro personnel.
4. Leaves have been accepted with the intent to transfer them to a facility permitted to conduct compost operations.
5. During the inspection it was agreed that the City may conduct compost operations at the YWN site instead of
transferring the leaves to another facility. In the coming months, the City will decide what method of operation
(leaf transfer or composting) is optimal.
6. At the time of the inspection there were two windrows/piles of leaves on site.
7. It is expected that leaves will be brought to the facility from ~ November through January, annually.
8. If the City expects to compost leaves, temperature records shall be maintained for each windrow demonstrating
3 days at > 131°F, aerated to maintain elevated temperatures.
9. If the City expects to transfer leaves to a facility permitted to conduct compost operations, it shall routinely
remove leaves from the YWN site.
10. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly.
11. Records indicate that there is ~ 180 yd3 of leaves on site.
12. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.
13. The facility is secured by a locked gate.
14. Access roads are of all-weather construction.
15. Ensure a sign is posted noting YWN 76-005 and facility contact information.
16. The YWN shall be renewed annually, by June 1st.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
