Permit expired on February 18, 2016. Permit renewal in process.
PURPOSE OF SITE VISIT:
Comprehensive Facility Inspection

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS;
1 – John College (DWM) spoke with Donna Wilson (DWM) and she confirmed that the permit for this facility is
currently in the process of being renewed.
2 – This Transfer Facility appears to be in compliance with permit as to the types of solid waste received.
3 – Facility has adequate records of random inspections of incoming loads of solid waste.
4 - Facility has 2 certified personnel for the screening: Jerry W. Blake – Expires 04-08-2018. Horatio D. Newbern –
Expires 04-14-2018.
5 – Facility is secured by Cable at entrance.
6 – Facility has proper signage.
7 – Waste is currently deposited on the tipping floor, sorted and transferred to transport containers.
8 – Facility is removing recycled material and waste tire containers when full.
9 – Tipping floor area appears to be cleaned daily. In use at time of this inspection.
10 – Storage piles are being managed well.
11 – Vector control measures in place. Minimal flies. No signs of rodents today.
12 – Blowing waste is controlled on a daily basis. Site location presents issues with high winds.
13 – No open burning noted, which is prohibited.
14 – Facility has records for incoming and outgoing loads of waste.
15 – Digital pictures taken.
16 – White Goods area is being managed well. Refrigerant is being removed by All Seasons Heating and Air, Inc. in
Powells Point, NC.
