PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the Yard Waste Notification is in compliance with 15A North Carolina
Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the Yard Waste
Notification application and in the Yard Waste Notification approval letter)

ADDITIONAL COMMENTS
On November 22, 2016, John Patrone met with David Hutchins and Rusty Turner to conduct a comprehensive inspection
of the City of Asheboro Yard Waste Notification on Little Lakes Trail in Asheboro, Randolph County.
1. The yard waste notification (YWN) is owned by the City of Asheboro.
2. The YWN is located via private road (Little Lakes Trail) off of Old Lexington Road.
3. The YWN is not open to the public. It is accessed by City of Asheboro personnel.
4. Currently, the facility does not conduct compost operations. High carbon:nitrogen ratio material is accepted for
grinding.
5. The YWN area has been marked with boundary stakes.
6. There is only one large windrow of woody material on site.
7. The facility has not ground material since January 2016.
8. Records of material received are maintained. There is ~ 5,000 yd3 of high carbon:nitrogen ratio material on site.
9. The facility expects to grind the woody material by December 2016.
10. At the time of the inspection there was a wood grinder on site.
11. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly.
12. If material is composted, temperature records shall be maintained for each windrow demonstrating 3 days at
> 131°F, aerated to maintain elevated temperatures.
13. The Westside Volunteer Fire Department can be contacted to address an emergency at the facility.
14. Access roads are of all-weather construction.
15. The facility is secured by a locked gate at the entrance at Old Lexington Road.
16. The facility has a sign.
17. The YWN shall be renewed annually, by June 1st.
18. The City would like to encompass the YWN into a solid waste compost facility. Mr. Hutchins was given pertinent
SWS contact information in order to discuss the permit application procedure. The desired area to be permitted
abuts a pre-regulatory landfill.
19. The City may inquire with the SWS regarding an additional YWN on an adjacent parcel of land. The area
considered abuts an earthen dam. Mr. Hutchins was given pertinent SWS contact information in order to discuss
this issue in detail.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
