Box 1067 Lexington, NC 27293-1067 PARTICIPANTS: Steven Sink, Landfill Supervisor – Davidson County Susan Heim, Environmental Senior Specialist, Solid Waste Section STATUS OF PERMIT: Closed MSW landfill PURPOSE OF SITE VISIT: Post-closure Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS 1. Facility is a closed unlined MSW landfill, consisting of Area 1 and Area 2, that ceased accepting waste in October 1993. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Roadways are well maintained and vegetation is regularly mowed. 3. The facility has well-established vegetative cover, and no signs of erosion were observed. Slope drains appeared to be functioning. No ponding water was observed on the top or at the toe of the landfill. 4. Horse trails have been developed in this closed area of the facility, and access is provided to the public by means of an automatic gate from Lower Lake Road. At the time of this inspection, the electronic gate was not functioning due to vandalism. Mr. Sink stated that Thomas Marshburn, Davidson Co. Parks Dept., was working to have the gate repaired. Ensure that the public access gate is repaired and back in working order in a timely manner to remain in compliance. 5. Six passive landfill gas vents are located in Area 1 of the facility, and were observed to be easily accessible and functioning. 6. Ground water monitoring wells 1, 7,2 and 9 were observed. Each was visible and easily accessible, properly labeled and locked. Mr. Sink stated that the consulting engineers, Smith-Gardner, had replaced the well locks in the spring of 2016. 7. The semi-annual ground water monitoring records were reviewed for sampling events that occurred September 21- 25, 2015 and March 23-24, 2016. The report for the fall 2016 sampling event had not yet been received. The most recent report, covering the March 2016 sampling event, was submitted by Pilot Environmental and sampled 16 monitoring wells and 3 surface water sites. Results revealed exceedance of the 2L standard for cobalt and chromium, as well as 6 volatile organic compounds. 8. DS29-002, the temporary disaster debris storage site located adjacent to the facility was also inspected. The site was found to be adequately secured with a gate and was easily accessible. Mr. Sink stated that the site had been more than adequate to handle the storm debris brought to the facility in 2014, when it was last activated.
