DATE AND TIME OF FIRE: 11/23/16 @ 2:26 am
HOW WAS THE FIRE REPORTED AND BY WHOM:
Initial call was placed by an employee of Holland Transfer Company which is located southeast of landfill. Reported a grass fire.
LIST ACTIONS TAKEN:
ECOM called Wayside Fire. who contacted Solid Waste Dept personnel per call list. Other local departments responded with Troutman Fire sending a tanker. Cool
Springs sending brush buggy and Statesville ii I being on standby. US Forest Service also sent ranger. Fire was confined 10 a small ponion of previous days working
face. Fire Dept begin applying water and Solid Waste personnel began pushing waste out and spreading on soil until names were out. Fire Dcpanments lefi site at
aproximatcly 5:30 am while Solid Waste staff remained on site wetting hotspots until approximately 6:30 am. Fire was contained in area in middle of phase V and d~ . ,_. .... ~
WHAT WAS THE CAUSE OF THE FIRE:
Unknown. however a call was received on the 22nd inquiring about disposal of burnt materials. Caller was told the material must have been burnt a minimum of two
weeks and be accompanied by a fire rcpon. Caller said he didn't have repon but would obtain one. To our knowledge this material did not come in. It is possible this
could have been delivered concealed in a load. Another possibility is ashes from wood-stove as the weather just turned chilly within the past week. Ashes of any type
arc not knowingly accepted at his facility.
DESCRIB E AREA. TYPE, AND AMOUNT OF WASTE INVOLVED:
20 feel by 100 feet area. Burnt materials includes household waste, plywood. lumber fabric and some mattresses. Approximately 100 cubic yards of waste material
was smoldering and removed from waste mass.
WHAT COULD HA VE BEEN DONE TO PREVENT THIS FIRE:
No actions we arc aware of at this time. All procedures were followed. Screening cffons have been intensified recently with more loads physically screened and
haulers questioned at the scale and in landfill as to what material they're hauling and where did they originate. An updated emergency call list was recently provided
lo local fire depanment. ECOM and Emergency Management.
DESCRIBE PLAN OF ACTIONS TO PREVENT FUTURE INCIDENTS:
Continue to aggressively screen loads and question haulers. Equipment operators and spotter observe deposited loads for smoke and hotspots. Cover waste at end of
each day with soil or approved ADC. Water Tanker is constantly maintained in operable condition with full load of water. Dozcrs and other heavy equipment is
available on site for isolating waste. Call list is constantly updated as appropriate and distributed to local fire and emergency agencies. Access codes and keys arc
provided to Wayside Fire for quick entry on scene.
