Dear Mr. Carbone:
EI has completed the Groundwater Quality Assessment at the subject property, 3400 Yonkers
Road, Wake County, Raleigh, NC. EI was authorized by Mr. John S. Carbone to conduct the
assessment on October 20, 2016. On Monday, October 24, 2016, EI personnel mobilized to the
subject property to conduct the groundwater sampling program.
This report includes a brief summary of the scope of work conducted, findings, and conclusions.
Figure 1 shows the location of the site. Figure 2 contains an aerial photograph of the site.
Figure 3 illustrates the site as well as the monitoring well locations. Figure 4 illustrates the
groundwater flow direction. Table 1 summarizes the groundwater elevations. Table 2
summarizes the laboratory analytical results for the groundwater assessment of the subject
property. The laboratory analytical report is presented in Appendix A.
The following report is provided for the sole use of John S. Carbone, LLC, or its affiliates,
agents, or designees with a security interest on the subject property for the project for which it
was prepared. Use of this report by any third parties will be at the party’s sole risk, and EI
disclaims any liability for any such use or reliance by third parties.
1.0 Introduction
The subject property is located in Raleigh, Wake County, North Carolina and is addressed as
3400 Yonkers Road in the Wake County records. The subject property is located on the south
side of Yonkers Road and I-440, approximately 1,300 feet northwest of the Yonkers Road/I-440
and New Bern Avenue intersection.
The subject property is contained by one irregularly-shaped, 5.68-acre parcel of land referred to
by parcel identification number (PIN) 1724252035 in the Wake County property records. The
subject property is partially described as “being all of Lot # 1 as shown on that certain plat
entitled ‘Bras D’Or Subdivision Plat, Prepared for Bras D’Or Nominee Realty Trust, City of
Raleigh, Wake County, NC’ dated October, 2004…” The subject property is better described in
Deed Book 11703, Page 2299 at the Wake County Register of Deeds office in Raleigh.

The current owner of the subject property parcel is recorded as John S. Carbone, LLC. The
subject property is occupied by Hughes Kitchen and Bath Collection (showroom) and Hughes
Supply (equipment sales), and has been since approximately 2005.
The subject property is developed with one light industrial building, reportedly completed in
1965. The brick and concrete block building reportedly contains 68,109 square feet of floor
space, which is divided into two tenant spaces. The building contains a showroom, office,
hardware sales, and distribution storage warehouse spaces in the southern occupied portion, and
office, storage, and former laboratory spaces in the northern vacant portion.
The remainder of the subject property consists of asphalt-paved areas in the north, south, and
west portions of the site, grassed areas in the northeast and southeast portions, and undeveloped
wooded area in the west corner.
1.1 Prior Assessments
EI performed a Phase I Environmental Site Assessment (Phase I ESA) at the Subject Property in
February 2013. According to the February 2013 Phase I ESA, Kimshe, LLC has owned the
property since 2005. The subject property was improved with one light industrial building and is
occupied by Hughes Kitchen and Bath Collection, and has been since approximately 2005. Prior to
2005, the subject property was occupied by a light industrial facility from the time of its
development in 1965. Prior to 1965 and back to 1949, the subject property existed as undeveloped
land. The Phase I ESA identified one recognized environmental condition in connection with the
Subject Property:
One REC associated with the long term industrial/light industrial use of the subject
property, including unknown nature of all former onsite electronic laboratory operations.
On March 14, 2013, EI conducted a Limited Phase II Environmental Site Assessment (Ltd. Phase
II ESA) to determine whether the Subject Property was impacted from prior usage and onsite
electronic laboratory operations. The Ltd. Phase II ESA was conducted under the supervision of
Mr. Darren R. Lockhart, Professional Geologist with EI. Specifically, five (5) soil borings (SB-1
through SB-5) were advanced at presumably downgradient locations adjacent to the rear of the
site building and east of the building for continuous soil screening and sampling (refer to Figure
3). There were no olfactory, visible and instrumental indications of impacts observed in the soil
cores down to groundwater. The water table was encountered between 18.0 and 20.0 feet bgs
across the site. As there were no indications of impacts (i.e., visual, olfactory, and instrumental)
in the soil cores at shallow depths, soil samples were collected in unsaturated soils just above the
water table. SB-1, SB-4 and SB-5 were advanced to intersect the water table and install
temporary monitoring wells (TWs) for groundwater sampling. The boreholes were converted to
temporary wells by inserting a clean 1-inch slotted PVC column across the water table. All
borings were properly plugged and abandoned following field activities.

The March 2013 assessment disclosed the presence of two PAH compounds in subsurface soils
at one location; however, the reported concentrations were at low levels and did not exceed the
respective Soil-to-Groundwater MSCCs. Based on the location and depth of the sample and the
lack of field indications, the reported presence of these compounds were attributed to borehole
cave-in from the asphalt surface and road base material; and such, not regarded as a concern.
Additionally, the March 2013 assessment disclosed the presence of trichloroethylene (TCE) in
two of the three groundwater samples (SB-4 TW and SB-5 TW) with one of the sample SB-4
TW containing TCE at 9.8 µg/L, which exceeded the NC 2L groundwater quality standard of 3.0
µg/L. Refer to Figure 4. As this exceedance is reportable to the NCDENR, DWM, Inactive
Hazardous Sites Branch (IHSB), it was noted that upon review of this information, further
assessment may be required to determine the source(s), nature and extent of contamination at the
subject property; and corrective action may be necessary to bring the site into compliance with
applicable State rules.
In December 2013, EI was engaged to re-assess the Subject Property via a Phase I ESA
subsequent to acquisition of the Subject Property by Wells Fargo via foreclosure. Reportedly,
there were no noteworthy differences in site conditions, usage and occupancy, except that the
March 2013 Ltd. Phase II discovered a NC 2L violation due to TCE groundwater impacts. As
such, further assessment was recommended to re-evaluate groundwater quality.
A March 2014 Phase II ESA conducted by EI disclosed the presence of chlorinated solvents in
subsurface soils and groundwater below the regulatory standards.
2.0 Field Activities
On October 24, 2016, Mr. Douglas M. Albrecht, Environmental Geologist I, and Mr. John
Parker Alvis, Environmental Scientist, of EI, collected groundwater samples from the seven (7)
onsite monitoring wells: MW-1 through MW-7. At least three water column volumes were
purged from each of the monitoring wells prior to sampling using disposable polyethylene
bailers. The groundwater samples were obtained from the monitoring wells, and then were
placed in laboratory-prepared containers. The samples were then immediately placed in a cooler
with ice. The samples were transported to Prism Laboratories (NC Certification No. 402) in
Charlotte, NC under chain-of-custody protocol, and analyzed for volatile organic compounds
(VOCs) by EPA Method 8260B.
The water level measurements are summarized in Table 1. The groundwater flow is shown on
Figure 4. Based upon the relative groundwater elevations, the direction of groundwater flow is
towards the northwest.

3.0 Laboratory Analysis – Groundwater Quality
According to the laboratory analytical report, TCE was detected in MW-3, MW-4, MW-5 and
MW-6 ranging in concentrations from 0.67 to 23.0 µg/L. The reported TCE concentrations in
MW-5 and MW-6 exceed the NC 2L standard for TCE of 3.0 µg/L. In addition, 1,1-
dichloroethane (1,1-DCA), 1,1-dichloroethylene (1,1-DCE), and cis-1,2-DCE were detected in
MW-3, MW-4, and MW-5; however, the reported concentrations do not exceed the respective
NC 2L standards. There were no other detectable concentrations of VOCs in any of the
groundwater samples. Table 2 summarizes the groundwater sample analytical results. A copy
of the laboratory analytical report is included in Appendix A.
4.0 Conclusions
This assessment disclosed the presence of chlorinated solvents in four of the seven groundwater
samples; furthermore, the reported concentrations in MW-5 and MW-6 exceed the NC 2L
groundwater quality standard for TCE.
As such, the exceedance of the NC 2L Standard is reportable to NCDEQ. Further assessment
and corrective actions may be required by the NCDEQ to bring the Site into compliance with
