ADDITIONAL COMMENTS
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
OBSERVED VIOLATIONS:
On April 20,2016,John Patrone met with Mike Spencer and Randall Lee to conduct a partial inspection of the City of High Point,Ingleside -
Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point,Guilford County.
1.The facility is a Large Type 1 Solid Waste Compost (SWC)Facility.It produces compost from yard waste (primarily leaves and grass
clippings),engineered soils,mulch from high carbon nitrogen ratio material,and leaf mulch.
2.The facility receives yard waste from the City of High Point collection operations and from businesses and residents.
3.The front of the facility is used for mulch,screened compost,and engineered soils storage and the remaining area is used for active
composting,curing,and stockpiles.
4.Stockpiling of all feedstocks (leaves,brush,etc.)shall be limited to a maximum of 30 feet high and 50 feet wide.
5.Leaves received from the recent leaf collection season have been placed in windrows.Grass clippings will be added as received during
the summer months and compost will be produced by ~October.
6.Leaves received from the recent leaf collection season have also been stockpiled for future use.Ensure the leaf stockpile is broken-up
such that piles/rows are no larger than 30 feet high and 50 feet wide.Rows/piles should be separated to allow easy access of a front-end
loader.
7.Leaves received from previous years have been placed in windrows for leaf mulch.Temperature records were verified indicating they
were maintained at or above 55 degrees Celsius/131 degrees Fahrenheit for three days.
8.Leaves received from previous years have also been stockpiled for future use.The leaves will be placed in windrows to meet
temperatures and some have been brought to the City of High Point MSW Landfill (41-04)for use as soil amendment during ongoing
construction activities.
9.The facility has hauled 885.74 tons of leaf mulch to the MSW landfill for soil amendment since January 2016.
10.Ensure the leaf stockpile is broken-up such that piles/rows are no larger than 30 feet high and 50 feet wide.Rows/piles should be
separated to allow easy access of a front-end loader.
11.Windrows from the 2014 leaf collection season have met temperatures and will be screened and sold in the coming weeks.
12.Ensure windblown litter/plastic bags are picked-up at the end of each workday.Include those captured by the chain link fence separating
the mulch storage area and compost screening area.
13.Mr.Spencer stated that ruts were filled such that stormwater does not pond.
14.There was no odor detected at the facility boundary.
15.The facility is also a conditionally approved temporary disaster debris staging site (TDDSS,DS41-001).Disaster debris shall be
managed within the parameters of the facility permit.
16.The SWS will conduct a follow-up inspection by ~May 2,2016 to view adequately spaced and appropriate sized leaf stockpile
windrow/pile construction.
