1.0 Back ground and Purpose
New River Tire Recycling LLC has operated a scrap tire processing facility in Hillsville VA
for 4 years under a VA DEQ Permit by Rule. Due to market demand New River Tire
Recycling LLC has decided to relocate the entire operation to North Carolina, and apply for a
permit through the North Carolina Department of Environment and Natural Resources.

A site location map, facility property boundary, and scrap tire collection and processing
facility layout is included in this plan. The operation is contained within two tracts of adjoining
land that is approximately 27.9 acres. See Appendix J.
1.4 Facility Operations – 15A NCAC13B.1106(d)(5)
Whole scrap tires arrive at the facility site on trailers, box trucks, or the equivalent
transport vehicle. When the vehicles arrive they are weighed on scales in the front of the
building. Then the vehicle is directed to the designated unloading area that is noted on the site
map. At the operators discretion some vehicles or trailers will be directed or placed in a trailer
storage area noted on the site map to be weighed at a later time. In the unloading area there
will be a trailer tipper that empties the trailer onto the outdoor concrete floor. Tires are sorted
as they are unloaded or from the #1 shredder in-feed belt. Tires suitable for resale are stacked
on trailers or in designated storage areas denoted on site map. Some Truck and OTR tires are
shredded in the truck line as noted on the map.
TDF LINE
Scrap tires are shredded through two Raptor shredders. After being shredded the chips
are conveyed outside to a storage area. Some of the tire chips are brought into the building to
be processed through the Raptor Wire line to separate the wire and rubber. The rubber is
conveyed into hoppers for inside storage or conveyed outside for storage in the shipping area.
TRUCK TIRE LINE
Truck tires are unloaded at one of 10 docks around the facility building. Truck tires are
unloaded and sorted inside or outside the building. The re-saleable tires are placed on a trailer
to be wholesaled. The truck tires are shredded through an SSI shredder and made into a 2”

chip. That chip remains outside until it is brought inside the building to be processed through
the Raptor Wire Line.
OTR TIRES
OTR tires are unloaded in the unloading area and are sold for water tanks, re-capping, or
sheared into pieces for shredding in one of the two shredding lines.
CRUMB LINE
At some times when there is market demand, NRTR may choose to process some of the
tire chips into crumb rubber. The process is through granulator(s) and/or cracker mills. The
process is laid out on the Machinery Layout, Appendix K.
1.5 Source and Quantity of Tires Received, Stored, Shipped Offsite – 15A
NCAC 13B.1106(d)(6)
New River Tire Recycling receives around 1,000 tons of waste tires per month. Most tires
received are from North Carolina, but some of the tires received are from Virginia, Tennessee
or South Carolina.
1.6 Plans for Disposition of All Tires Collected – 15A NCAC13B.1106(d)(7)
All tires received will be processed or sold into the re-usable markets.
1.7 Projected Date of Commencing Operations – 15A NCAC13B.1106(d)(8)
New River Tire Recycling LLC anticipates starting the collection and processing operation
on October 23, 2013, pending receiving the permit from DENR.

1.8 Disposal of Waste Resulting from Operations – 15A NCAC13B.1106(d)(9)
Wastes that result from the processing and storage process or general trash are taken to
First Piedmont Landfill located at 1224 Clarks Mill Road in Ringgold, VA. See Appendix G.
1.9 Description of Compliance with Rule .1106(c) – 15A NCAC13B.1106(d)(10)

1.10 Compliance with Local Zoning - 15A NCAC13B.1106(d)(11)
The site is zoned GM, and is in compliance of all requirements of the Town of Pilot
Mountain. (See included zoning approval letter Appendix A).
1.11 Fire Protection - 15A NCAC13B.1106(d)(12)
Pilot Knob Volunteer Fire Department will respond to the facility address in the event of
a fire or emergency. The fire department is located at 683 S Key Street Pilot Mountain, NC
27041. (See Included Letter in Appendix B from Surry County Fire Marshall).
1.12 Operational Requirements Per Rule .1107 - 15A NCAC13B.1106(d)(13)

1.13 Financial Assurance - 15A NCAC13B.1106(d)(14)
New River Tire Recycling LLC maintains financial assurance in the form of a payment
bond to ensure closure of the site in accordance with 15 NCAC 13B .1111. A copy of the Bond is
included in Appendix C.
2.0 PURPOSE

The purpose of this section is to demonstrate compliance with Siting Criteria per rule
15A NCAC 13B.1106(c).
2.1 Proximity to 100-year Flood Plain - 15A NCAC13B.1106(c)(1)
The operation is located outside the 100-year flood plain. See Appendix I
2.2 Buffer from Property Lines- 15A NCAC13B.1106(c)(2)
A minimum 50-foot buffer is maintained between the scrap tire storage areas and all
property lines.
2.3 Compliance with Zoning Ordinance - 15A NCAC13B.1106(c)(3)
The site is zoned GM, and is in compliance of all requirements of the Town of Pilot
Mountain. (See included zoning approval letter Appendix A).
2.4 Access Road - 15A NCAC13B.1106(c)(4)
There are two access roads for entry and exit that are sufficient for any vehicles to enter
and exit including emergency vehicles.
2.5 Drainage - 15A NCAC13B.1106(c)(5)
All drainage will fall under Storm Water Permit # NCG050416.
2.6 Sediment and Polution Control Law - 15A NCAC13B.1106(c)(6)
The site is all concrete or asphalt in construction of all areas where processing and storage
occur.

2.7 Visual Screening - 15A NCAC13B.1106(c)(7)
All operations will be contained within the roofed building or within building walls
(roofless). The walls are of sufficient height to provide all necessary screening.
2.8 Control of Access - 15A NCAC13B.1106(c)(8)
Access to the site is controlled by two entry/exit gates that are locked after business
hours. Business hours for receiving tires are 10:00 a.m. – 4:00 p.m. Monday thru Friday. The
facility is totally enclosed by a 6 foot tall fence with 3 strands of barbed wire.
2.9 Liquid Runoff from Tire Fire - 15A NCAC13B.1106(c)(9)
The design of the facility storm drains allows for piles of dirt to be kept in close
proximity to each drain. In the event of a fire where liquid runoff is a concern, the dirt would
be used to berm the drains to prevent any runoff. After the drains are bermed, there is
sufficient surface area that is below grade to encapsulate extremely high volumes of liquid that
could be pumped or skimmed and treated if necessary.
2.10 Provider of Fire Protection Services - 15A NCAC13B.1106(c)(10)
Pilot Knob Volunteer Fire Department will respond to the facility address in the event of
a fire or emergency. The fire department is located at 683 S Key Street Pilot Mountain, NC
27041. (See Included Letter in Appendix B from Surry County Fire Marshall).
3.0 COMPLIANCE WITH OPERATIONAL REQUIREMENTS FOR PROCESSING SITE
per 15A NCAC 13B .1107
3.1 Indoor Storage of Scrap Tires - 15A NCAC13B.1107(1)

Scrap tires stored indoors shall be stored under conditions that meet those in "The Standard for
Storage of Rubber Tires", NFPA 231D-1986 edition, published by the National Fire Protection
Association, Batterymarch Park, Quincy, Massachusetts, which has been adopted in accordance with
G.S. 150B-14(c).
3.2 Outdoor Storage of Scrap Tires - 15A NCAC13B.1107(2)(a)
Whole scrap tires shall be placed in an outdoor scrap tire pile(s) having dimensions no
greater than 200 feet in length, 50 feet in width and 15 feet in height.
3.3 Fire Lane - 15A NCAC13B.1107(2)(b)
Fire lanes will be established according to conditions that meet those in "The Standard for
Storage of Rubber Tires", NFPA 231D-1986 edition, published by the National Fire Protection
Association, Batterymarch Park, Quincy, Massachusetts, which has been adopted in accordance with
G.S. 150B-14(c).
3.4 Vector Control - 15A NCAC13B.1107(2)(c)
New River Tire Recycling LLC will control mosquitoes and rodents so as to protect the
public health and welfare. Whole and sliced scrap tires, and other scrap tires capable of holding
water will be covered upon receipt with a water shedding material or disposed of, processed or
removed from the site within ten days of receipt.
3.5 Signs - 15A NCAC13B.1107(2)(d)
A sign will be posted at the entrance of the facility stating the hours of operation.
3.6 Fire Safety - 15A NCAC13B.1107(2)(e)
Open flames, torches, or use of highly flammable materials are prohibited within 50 feet
of all whole and processed scrap tire piles.

3.7 Fire Safety Survey - 15A NCAC13B.1107(2)(f)
A fire safety survey will be conducted annually by local fire protection authorities or
other persons as approved by the division.
3.8 Communication Equipment - 15A NCAC13B.1107(2)(g) There is a phone onsite for the
site operator to contact local fire protection authorities in the case of a fire. It is located in the main
office.
3.9 Grass, Underbrush, and Vegetation - 15A NCAC13B.1107(2)(h)
New River Tire Recycling LLC does not store or process tires outside the concrete pad
thus negating the need for grass, underbrush, and vegetation control.
3.10 Emergency Preparedness Manual - 15A NCAC13B.1107(2)(i)
The operator of the scrap tire collection site shall prepare and keep an
emergency preparedness manual at the site. The manual shall be updated at least once a year,
upon changes in operations at the site, or as required by the Department. The manual shall
contain the following elements:
(i) A list of names and numbers of persons to be contacted in the event of a fire, flood or other
emergency;
(ii) A list of the emergency response equipment at the scrap tire collection site, its location, and
how it should be used in the event of a fire or other emergency;
(iii) A description of the procedures that should be followed in the event of a fire, including
procedures to contain and dispose of the oily material generated by the combustion of large
numbers of tires; and
(iv) A listing of all hazardous materials stored on-site, their locations and information regarding
precautions which should be taken with these materials.

3.11 Notify Division in the Event of Fire or Other Emergency - 15A NCAC13B.1107(2)(j)
The operator of the scrap tire collection site shall immediately notify the Division in the
event of a fire or other emergency if that emergency has potential off-site effects. Within two
weeks of any emergency involving potential off-site impact, the operator of the site shall
submit to the Division a written report describing the cause(s) of the emergency, actions taken
to deal with the emergency, results of the actions taken, and an analysis of the success or
failure of these actions.
3.12 Copy of Permits - 15A NCAC13B.1107(2)(k)
New River Tire Recycling LLC will maintain at the facility site office a copy of the permit
with required attachments, records of the quantity of scrap tires and processed tires received
at the site, stored at the site and shipped from the site, including destination (name and
address of facility) and all certification forms applicable to any tires received, stored or shipped
from the site.
3.13 Scrap Tire Storage Limits - 15A NCAC13B.1107(2)(l)
Scrap tire collection sites to be permitted in association with scrap tire processing
facilities shall be permitted and operated in accordance with the provisions of Rules .1106 and
.1107 of this Section, except that the storage limit shall be determined by multiplying the daily
through-put of the processing equipment used by 30. A scrap tire processing facility shall not
accept any scrap tires for processing above the number which can be processed daily if it has
reached its storage limit. At least 75 percent of both the scrap tires and processed tires that are
delivered to or maintained on the site of the scrap tire processing facility site shall be processed
and removed for recycling or disposal at a permitted solid waste management facility within
one year of their receipt.
Our facility has the capacity of 5.41 tons per hour, and 43.3 tons per day x 30=1300 tons. 1300
tons will be the facility storage limit. This limit is reciprocal with processed tire storage.

3.14 Processed Tire Storage Limits - 15A NCAC13B.1107(3)
Processed tires shall be stored in accordance with the requirements of indoor or
outdoor storage in this Rule, and in accordance with the following:
(a) The temperature of any above-ground piles of compacted, processed tires over 1,000 cubic
yards in size shall be monitored and may not exceed 300 degrees Fahrenheit. Temperature
control measures shall be instituted so that pile temperatures do not exceed 300 degrees
Fahrenheit. Temperature monitoring and controls are not required for processed tires disposed
of in permitted landfills.
(b) Any residuals from a scrap tire collection site shall be managed so as to be contained on-
site, and shall be controlled and disposed of in a permitted solid waste management facility or
properly recycled.
3.15 Records - 15A NCAC13B.1110(c)
New River Tire Recycling LLC will record and maintain for three years the following information,
and these records shall be available for inspection by Division personnel during normal business
hours:
(1) For all scrap tires and processed tires shipped from the facility: the name of the hauler, the
hauler or merchant identification number of the tire hauler who accepted the scrap or
processed tires for transport, the quantity of scrap or processed tires shipped with that hauler,
designation of scrap or processed tires (name and address of facility), and documentation of
receipt of tires by the receiving facility;
(2) For all scrap tires and processed tires received at the facility: the name of the hauler, the
hauler or merchant identification number of the scrap tire hauler who delivered the scrap or
processed tires to the facility, the quantity of scrap or processed tires received from that hauler
and where the tires originated (name and address of facility);
(3) For tires received, stored, shipped or processed, completed certification forms as required
by G.S. 130A-309.58(f) except for quantities of five tires or less brought for processing by
someone other than a tire collector, tire processor or tire hauler.
3.16 Annual Report - 15A NCAC13B.1110(d)
New River Tire Recycling LLC will submit to the Division an annual report, by March 1 of each
year, that summarizes the information collected under Paragraph (c) of this Rule for the
previous calendar year. The report shall be submitted on a form prescribed and provided by the
Division. The following information shall be included, at a minimum:

(1) The facility name, address, and permit number, if any;
(2) The year covered by the report;
(3) The total quantity and type of scrap tires or processed tires received at the facility during
the year covered by the report;
(4) The total quantity and type of scrap tires or processed tires shipped from the facility during
the year covered by the report;
(5) The quantity of scrap tires or processed tires shipped to each receiving facility identified by
name and address;
(6) The total quantity and type of scrap tires or processed tires located at the facility on the first
day of the calendar year.

3.10 Emergency Preparedness Manual -15A NCAC13B.1107(2)(i)
The operator of the scrap tire collection site shall prepare and keep an
emergency preparedness manual at the site. The manual shall be updated at least once a year,
upon changes in operations at the site, or as required by the Department. The manual shall
contain the following elements:
(i)A list of names and numbers of persons to be contacted in the event of a fire, flood
or other emergency;

(ii)A list of the emergency response equipment at the scrap tire collection site, its
location, and how it should be used in the event of a fire or other emergency;
Fire extinguishers are located on select marked vertical roof columns.
A phone is located in the main office along with a first aid kit.
(iii)A description of the procedures that should be followed in the event of a fire,
including procedures to contain and dispose of the oily material generated by the
combustion of large numbers of tires;
In the event of a fire, call 911 and try to contain the fire with fire extinguishers if safe. Use dry
absorbent powder and materials located onsite to contain the oily material from a fire. The oily
residue can be placed in hoppers or barrels to be properly disposed of at a waste oil recycling
site.
(iv) A listing of all hazardous materials stored on-site, their locations and information regarding
precautions which should be taken with these materials.No hazardous materials will be stored
onsite.
