VAN DER VAART Secretary MICHAEL SCOTT Director State of North Carolina | Environmental Quality | Waste Management 1646 Mail Service Center | 217 West Jones Street | Raleigh, North Carolina 27699-1646 919 707 8200 T November 16, 2016 Mr. Steve Edge, Solid Waste Director Robeson County Post Office Box 366 St. Pauls, North Carolina 28384 Subject: Emergency Vertical Expansion Request, Approval Permit No. 7803-CDLF-1997, Robeson County CDLF Robeson County, DIN 27014 Dear Mr. Edge: On November 15, 2016 the Division of Waste Management, Solid Waste Section (Section) received Robeson County’s (County) emergency assistance request, entitled; C&D Landfill – Revised Permit Amendment, Vertical Expansion, Robeson County Landfill, Permit No. 7803-CDLF-1997, JOYCE Project No. 820.1701.11 Task 01. Prepared for Robeson County. Prepared by Joyce Engineering. November 2016. DIN 27011. In response to demands placed upon the County’s construction and demolition debris (C&D) landfill, permit no. 7803-CDLF-1997, due to the Hurricane Matthew emergency, the County requests approval to immediately accept C&D waste at increased rates and vertically expand the landfill beyond current permitted limits. The Section has reviewed the County’s request and approves the emergency activities in accordance with the provisions outlined in the request referenced above (DIN 27011). The County should notify the Section immediately if conditions change and/or further assistance is required. Also, since October of 2016 the Section has been in regular contact with the County’s engineering consulting firm for landfill development, Joyce Engineering. The Section is aware that a permit application for expansion of the C&D landfill is being developed in accordance with the applicable provisions of North Carolina General Statue (NCGS) 130A and North Carolina Administrative Code 15A NCAC 13A. Joyce Engineering has informed the Section that this application will be submitted to the Section on or before April 1, 2017. The Section requests the proposed application include the provisions of the request referenced above (DIN 27011) and be submitted to the Section on schedule.
