1.0 Introduction
On behalf of Old Pineville Investments, LLC, Hart & Hickman, PC (H&H) is submitting this
report documenting Pre-Occupancy Indoor Air Sampling for the CHT Brownfields site located at
5046 Old Pineville Rd in Charlotte. A site location map is included as Figure 1. The purpose of
the indoor air sampling was to satisfy Paragraph 15.d. of the Brownfields agreement which states
that the Prospective Developer shall conduct pre-occupancy indoor air sampling in the location of
previous soil vapor sample SSVP-3 for a minimum of one additional sampling event. H&H
understands that Old Pineville Investments, LLC has recently negotiated a lease for the space
where SSVP-3 was formerly located and that occupancy of that space will occur before the end of
2016.
A brief description of previous vapor intrusion assessment is provided in Section 2.0, and the
methods and results of the indoor air sampling event are provided in Sections 3.0 and 4.0.

2.0 Background Information
H&H previously collected six sub-slab soil vapor samples at the site in January 2014. The results
of the laboratory analysis indicated that only one sample, SSVP-3, contained compound
concentrations above DEQ non-residential screening levels. Based upon the results of analysis of
the sub-slab samples, H&H collected four indoor air samples from the southern portion of the
building in the vicinity of SSVP-3. Sub-slab and indoor air sample locations are shown on Figure
2. The indoor air samples were analyzed for the volatile organic compounds (VOCs)
tetrachloroethene (PCE), trichloroethene (TCE), cis-1,2-dichloroethene (cis-1,2-DCE), trans-1,2-
dichloroethene (trans-1,2-DCE), 1,1-dichloroethene (1,1-DCE), vinyl chloride (VC),
ethylbenzene, and xylenes. The VOCs selected for analysis included compounds detected above
screening levels in the sub-slab samples and their respective daughter products.
Results of the laboratory analysis of the indoor air samples did not indicate the presence of
compounds above Division of Waste Management (DWM) Non-Residential Indoor Air Screening
Levels (IASLs). The sub-slab soil vapor and indoor air samples were collected in accordance with
the approved work plan for the activities, and DEQ concurred with the indoor air sample analytes
prior to collection.
As part of the Brownfields agreement process and following the vapor intrusion assessment
activities described above, DEQ raised concerns about the elevated detections limits in sub-slab
sample SSVP-3 (due to the presence of elevated levels of PCE, TCE, ethylbenzene and xylenes),
and noted that the detection limits for some compounds (benzyl chloride, 1,3-butadiene,
chloroform, naphthalene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene) were above the
DEQ non-residential soil vapor screening levels and were not analyzed for in the indoor air
samples. H&H subsequently requested that the laboratory report these compounds in a revised
laboratory report for the indoor air sample. The revised report indicated that none of these
compounds were detected above DEQ non-residential indoor air screening levels. However, DEQ
noted that the analysis for naphthalene did not meet some of the laboratory performance criteria

and recommended that the naphthalene indoor air data in the area of sub-slab soil vapor sample
SSVP-3 be confirmed. Therefore, Paragraph 15.d. of the Brownfields Agreement includes pre-
occupancy indoor air sampling in the location of previous sample SSVP-3. In accordance with the
Brownfields Agreement, H&H submitted a work plan for pre-occupancy indoor air sampling dated
September 1, 2016, and the work plan was approved in an email dated September 6, 2016. The
methods of the pre-occupancy indoor air sampling are provided in the following section.
3.0 Pre-Occupancy Indoor Air Sampling
3.1 Indoor Air Sampling Activities
On October 6, 2016, H&H collected two indoor air samples (IAS-1 and IAS-2) in the vicinity of
previous sub-slab soil vapor sample location SSVP-3. Indoor air sample locations are depicted on
Figure 2. The location where the samples were collected is an unconditioned, vacant warehouse
space.
The indoor air samples were collected with 6-liter Summa canisters connected to an airflow
regulator and a 3 ft long sampling cane. The typical height of a Summa canister with an attached
airflow regulator is approximately 2 ft above grade and, with the additional 3-foot long sampling
cane, the sample intake point is approximately 5 ft above grade (typical breathing zone height).
Prior to sample collection, H&H measured the wind direction and selected an exterior background
location (BAS-1) located upwind of the site building. The location of the background sample is
also shown on Figure 2. The background location Summa canister was also fitted with a regulator
and sampling cane so that the sample height is approximately 5 ft above ground level.
Following set-up of the background sample canister, the indoor and background sample valves
were opened and the samples were collected over an approximate 8-hour period. As part of the
sampling effort, H&H measured the air pressure differential between outside air and the interior

sample locations near the start, middle, and end of the 8-hour sampling period. In addition, exterior
wind speed, exterior wind direction, and indoor/outdoor temperature were recorded near the start,
middle, and end of the sampling period.
The differential pressure and weather data recorded during the indoor air sampling activities is
included on Table 1. As indicated on Table 1, outdoor temperatures were in the range of 62 oF to
75 oF during the sample event, and wind was generally out of the north, with wind speed ranging
from 7 to 11 mph. The results of differential pressure measurements indicated that there was no
differential pressure between outside air and the building. No precipitation occurred during the
sampling event.
Once the indoor air samples were collected, the canisters were shipped to Con-Test Analytical
Laboratory for analysis of VOCs by EPA Method TO-15. In accordance with the approved work
plan, the indoor air samples were analyzed for the following compounds: PCE, TCE, cis-1,2-DCE,
trans-1,2-DCE, 1,1-DCE, vinyl chloride, ethylbenzene, xylenes, benzyl chloride, 1,3-butadiene,
chloroform, naphthalene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene. Detection limits
below DWM Non-Residential IASLs were attained for each compound.
3.2 Indoor Air Sampling Results
A summary of the indoor and background air sample results is provided in Table 2, and the
laboratory analytical data are provided in Appendix A. The laboratory analytical results indicate
that xylenes were detected in indoor air samples IAS-1 (0.56 µg/m3) and IAS-2 (0.39 µg/m3) at
concentrations below the DWM Non-Residential IASL of 87.6 µg/m3. Xylenes were also detected
in background air sample BAS-1 (0.57 µg/m3) at a similar concentration. This data indicates that
the concentration of xylene detected in the indoor air samples is from an exterior background
source and not from vapor intrusion from underlying soil and/or groundwater impacts. No other
analyzed compounds, including naphthalene, were detected above laboratory reporting limits in
the samples.
