The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
The Lee County Resource Management facility, owned and operated by Lee County, includes a closed Construction and
Demolition (C&D) Waste Landfill, a closed Sanitary (MSW) Landfill, a Yard Waste Facility, a White Goods and scrap
metal area, and a Scrap Tire collection area.
1. On September 27, 2016 Liz Patterson conducted a partial inspection of the closed C&D Landfill, closed
Sanitary Landfill, and associated units, accompanied by Joe Cherry, Solid Waste Superintendent.
2. The facility is properly secured with a locked gate.
3. The facility has proper signage.
4. Personnel are on site during operating hours which are Monday through Friday from 8:00AM to 4:00PM, and
Saturday from 8:00AM until 12:00PM.
5. White goods and scrap metal are of the facility was maintained in a neat, orderly condition.
6. Tire collection area was neat and orderly with all tires at the site contained in trailers.
Closed CDLF
1. Closed C&D needs to be mowed for proper inspection. Contract for mowing has been scheduled with
Knowlbrook Farm Maintenance and facility will be mowed in the upcoming weeks.
2. Edge-of-waste markers in place around the perimeter of the C&D Landfill disposal area.
3. Vegetation is well established. No woody plants observed on landfill disposal area at time of inspection.
4. Landfill slopes being well-maintained.
5. No evidence of leachate breakouts was observed during the inspection.
6. Monitoring wells were accessible, properly labeled, and locked.

Closed MSWLF
1. Closed C&D needs to be mowed for proper inspection. Contract for mowing has been scheduled with
Knowlbrook Farm Maintenance and facility will be mowed in the upcoming weeks.
2. Edge-of-waste markers in place around the perimeter of the MSW Landfill disposal area.
3. Vegetative cover is satisfactory over most surfaces of the MSWLF disposal areas, although a couple barren
areas were noted. Take timely action to repair bare spots and establish adequate cover.
4. A few small trees observed on MSWLF during inspection. Trees need to be removed from MSWLF.
5. No evidence of leachate breakouts was observed during the inspection.
6. Monitoring wells were accessible, properly labeled, and locked.

Yard Waste Facility
1. There is at least a 25 foot access path around the site for fire control vehicles.
2. All setbacks are in place.
3. Facility is mostly accepting land clearing debris which is ground into mulch using a tub grinder. Mulch is given
to the public and used internally.
4. Discussed time and temperature requirements. Temperature of all compost produced shall be monitored
sufficiently to ensure that the compost process is maintained for at least three consecutive days at or
above 131°F. Once time and temperature been met compost can be distributed.
5. The facility is being managed well.
