STATUS OF PERMIT:
A revision to the Permit to Operate Phase 1 and Phase 2, Cell 1 was issued on January 16, 2015. The Permit to Operate
shall expire January 6, 2025.
PURPOSE OF SITE VISIT:

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a MSWLF (only C&D waste received at this time), yard waste treatment and processing
area, a drop-off area for residential waste, a drop-off area for recyclables, household hazardous waste collection
facility, tire collection area, white goods and scrap metal collection area, used oil collection, used antifreeze
collection, batteries collection, cooking grease collection and foam rubber collection.
2. The permit approves the continued operations of Phase 1 and Phase 2, Cell 1 of the municipal solid waste landfill;
as well as the onsite environmental management and protection facilities as described in the approved plans.
3. The service area for the facility includes Mecklenburg County and Union County, North Carolina and Lancaster
County, South Carolina.
4. Proper signage was observed at the entrance of the facility.
5. The facility is secured by a locked gate.
6. Roadways are well maintained.
Operations Inspection of the Municipal Solid Waste Landfill:
7. The facility will be reseeding areas as needed on Phase 1.
8. The facility is currently working in Phase 2, Cell 1.
9. The facility receives approximately 400-450 tons of waste per operating day.
10. No unacceptable waste was observed.
11. The working face was well controlled.
12. A revision to the drywall recycling program was approved on March 20, 2015 (DIN24011). The stockpile and
processing area is located in the future Phase 2, Cell 2 Area.
13. The drywall stockpile was ground on October 5, 2016. 332 tons of drywall had been received and stockpiled in
October 2016.
14. Edge of waste markers were visible and being maintained.
15. A visual inspection of the two 330,000-gallon leachate tanks found that both tanks were being maintained properly.
Leachate levels in the tanks were observed to be 9 feet in Tank A and 0 feet in Tank B. The leachate is discharged
into the Charlotte Mecklenburg sanitary sewer system.
16. Several groundwater and methane monitoring wells were observed to be locked and accessible.
17. A small amount of windblown material was observed. Continue to collect windblown material and return to the
working face at the end of each operational day.
Operations Inspection of the Household Hazardous Waste Collection Facility:
18. The Household Hazardous Waste Collection Facility is operated by personnel from ECFLO.
19. To qualify as HHW the waste must be: (a) Generated by individuals on the premises of a residence for individuals
(a household); and (b) Composed primarily of materials found in the waste generated by consumers in their homes.
20. No unacceptable waste was observed.
21. This area was well managed.
22. The HHW storage building is separated into three compartments. The compartments have a containment area
beneath the metal grate floor. The containment area is capped at all times.
23. The compartments are equipped with a dry chemical suppression system. The suppression system was inspected in
September 2016. The handheld fire extinguisher could not be located during the inspection.
24. A spill kit is located next to the storage building.
25. All containers were marked with the start date of accumulation of waste as required by the approved Operations
Plan.
Operations Inspection of the Treatment and Processing (Wood Grinding) Area:
26. Observed operations of the treatment and processing area.
27. The material processed is transported off site and used as boiler fuel.
28. A small amount of plywood and particle board were observed. Please ensure that onsite landfill personnel monitor
the types of waste placed in the area in accordance with the approved Operations Plan.
29. 1,422 tons off pallets and yard waste were received in September 2016.

Operations Inspection of the White Goods and Scrap Tire Collection Area:
30. These areas were well managed.
31. White goods containing chlorofluorocarbon refrigerants were being stored in an upright condition. The CFC’s are
removed by a certified facility employee.
32. All tires were being collected in covered trailers and were being stored properly.
Records Review:
33. Reviewed the Permit to Operate (DIN22166), operations plan (DIN21520), training records, soil cover log, random
inspection records (conducted twice per day), leachate tank and lift station daily inspection records, methane
monitoring, semi-annual groundwater and surface water monitoring reports and leachate sampling reports
conducted in November 2015 and May 2016.
34. HHW Collection Facility records review consisted of the Permit to Operate, customer registration forms, records for
waste shipped off -site for disposal and weekly inspection forms.
