Answer Yes Explanation In addition to the experience described in Section E above, The City of Kinston has contracted with Mid-Atlantic Associates, Inc. {MAA} to serve as a technical resource for development and completion of the Brownfields Agreement. MAA has extensive experience w~h DEO DWM regulatory programs and w1th the DEO Brownfields Program. Darin McClure, P.E., MAA President, will serve as the primary contact for this project William Service, MAA Environmental Toxicologist, and Dan Nielsen, P.E., MAA Project Manager, will provide and direct prOJect technical support as needed. Both Mr. McClure and Mr. Nielsen have overseen successful completion of Brownfields agreements. MAA technical staff reporting to these gentlemen include staff, project and senior level geologists and engineers w1th experience on similar sites. G. Prev1ous discuSSIOns have centered on a mixed use of retail, commercial, office, restaurant and residentiaL However, the unknown environmental condition of this property is an issue. The City has concerns about their liability for existing contamination, off-site contamination. and lhe nega!lve perception it bnngs as lhey try to market it for redevelopment. The C1ty feels th1s agreement and the NCDEQ's concurrence that rt is safe for its proposed reuse would be a significanl enhancement to help with the sale and successful redevelopment. The tax benelits il offers loa propspective purchaser also allows the city to market that as a de-facto incentive package_ E 10 Kinston is an economically challenged commun1ty that has a hard time attracting the type of redevelopment needed in this area. The negative perception and presence of contaminants only hinders our ability to market and sell this area and this property_ The City feels this agreement and the NCDEQ's concurrence that it is safe for its proposed reuse will be crucial for the City to ga1n interest from possible developers. ' I The vision to date focuses on developing the property for mixed use of retail, commerc1al, office, restaurant and res1dent1al. G. The area surrounding the Former Glen Raven Mill site is seen as an underserved area of Kinston and bringing additional uses such as the ones described above will benefit this area by adding jobs and adding to the tax base. A $2,000 initial fee will be due il:om the applicant PD when both of the following occur: 1) NCBP receives this application and proposed brownfields agreement, AND 2) NCBP notifies the applicant in writing that the applicwrt PD and the project are eligible for participation in the NCBP and continued negotiation of a brownfields agreement. b. A second fee of$6,000 will be due from the PD prior to execution of the brownfields agreement. Should the prospective developer choose to negotiate changes to the agreement that necessitate evaluation by the Department of Justice, additional fees shall apply. c. Any addendum/modifications to the BFA or NBP after they are in effect will resuk in an additional fee of at least $1,000. d.
