Duke Energy Progress (Duke) received your letter dated June 29, 2016 requesting assessment of
groundwater monitoring wells GMW-6 and GMW-11 at the Roxboro Steam Electric Plant
(Roxboro) Industrial Landfill (Permit No. 7302-INDUS) located in Person County.
Duke would like to inform North Carolina Division of Environmental Quality (NCDEQ) Division of Waste Management (DWM) that the Roxboro Steam Electric Plant landfill and
compliance boundary fall completely within the compliance boundary of the Roxboro East Ash
Basin. The East Ash Basin is actively undergoing assessment in accordance with the North
Carolina General Assembly Session Law 2014-122, North Carolina Coal Ash Management Act
(CAMA) of 2014. Since the area beneath and surrounding the landfill is already being assessed under jurisdiction of NCDEQ Division of Water Resources (DWR), additional assessment of
monitoring wells GMW-11 and GMW-6 noted in your letter dated June 29, 2016 are not
warranted.
CAMA assessment reports for the Roxboro East Ash Basin have been submitted to NCDEQ DWR as follows:
• Comprehensive Site Assessment September 2, 2015
• Corrective Action Plan Part 1 December 1, 2015
• Corrective Action Plan Part 2 February 29, 2016
• Comprehensive Site Assessment Supplement August 1, 2016
• Supplemental Assessment Response August 19, 2016
Additional wells have been installed downgradient of the landfill in accordance with requirements of CAMA. Details and findings for wells in the area downgradient of the landfill

in addition to a deep well installed near Solid Waste monitoring well GMW-8 are provided as
reference in the attached report.

Dear Ms. Witt:
SynTerra is in receipt of the NCDEQ Waste Management correspondence, dated June
29, 2016 (E. Werner, NCDEQ, to K. Witt, Duke Energy Progress, LLC) regarding noted
exceedances above 15A NCAC 2L .0202 groundwater standards (2L Standards) in
samples collected from GMW-6 and GWM-11. The constituent exceedances include
boron, selenium, sulfate and total dissolved solids (TDS) in GMW-6 and boron,
selenium and TDS in GMW-11. DEQ noted these wells are at (GMW-11) and beyond
(GMW-6) the compliance boundary and that industrial landfills are required to comply
with 2L standards at the compliance boundary in accordance with 15A NCAC 13B .0503
(2)(d)(iv). This letter response is provided to address concerns regarding the observed
2L exceedances and summarize findings of monitoring wells, which are a part of other
assessment activities onsite in the area of concern.
SOLID WASTE LANDFILL COMPLIANCE BOUNDARY
In review of the solid waste landfill boundary, well GMW-6 and GMW-11 are located
approximately 50 feet and 90 feet, respectively, from the landfill waste boundary which
is within the compliance boundary established at 250 feet from the lined and/or unlined
landfill, as permitted under #7302-INDUS-1988, located on top of the East Ash Basin
(Figure 1). Therefore, the indication that GMW-6 and GMW-11 are “at (GMW-11) and
beyond (GWM-6) the compliance boundary” is inaccurate.

SUMMARY OF ADDITIONAL ASSESSMENT WELLS IN AREA OF
CONCERN
As shown on Figure 1, there are various monitoring wells undergoing sampling and
analysis for other onsite assessment activities. Monitoring well cluster, MW-22, located
north of the landfill and downgradient of GMW-6 and GMW-11, and monitoring well
MW-21BRL, located adjacent to the Solid Waste compliance monitoring well GMW-8,
were installed as a part of the Ash Basin assessment work under the Coal Ash
Management Act of 2014 (CAMA). A summary of analytical results to date are
presented below.
MW-22D/MW-22BR/MW-22BRL
The monitoring well cluster, MW-22D, MW-22BR, and MW-22BRL, is located north of
the landfill, approximately 50 feet downgradient of the landfill compliance boundary
and 300 feet downgradient from GMW-10 and 450 feet downgradient from GMW-11
(Figure 1). The MW-22 well cluster was installed to evaluate potential source impacts
from ash used as structural fill below the gypsum pad and assess impacts
downgradient from the East Ash Basin to address data gap concerns following the
CAMA Comprehensive Site Assessment (CSA) activities. Details regarding well
installation, lithology, groundwater sampling procedures and analytical results were
provided to the NCDEQ Division of Water Resources (DWR) in a CSA Supplement 1
report, dated August 1, 2016. In summary, packer testing was conducted on a pilot
borehole in which water bearing fractures were observed in zones ranging from 48 feet
bgs to 302 feet below ground surface (bgs). Based on the packer test results, a deeper
bedrock well, MW-22BRL, was screened from 290 to 300 feet bgs with a tested flow rate
of 1.22 gpm. An upper bedrock well, MW-22BR, was screened from 60-70 bgs with an
observed flow rate of 0.13 gpm. A saprolite well, MW-22D, was installed at the top of
bedrock with a screen set from 26-36 feet bgs. The general lithology consisted of
saturated saprolitic clayey and silty sands to a depth 32 feet bgs followed by an
interlayered granitic schist, dioritic gneiss, and granitic gneiss. As a comparison, GMW-
6 and GMW-11, which were installed in March and September 2002, respectively, were
screened in the transition zone/upper bedrock with screens set from 35-45 feet below
ground surface (bgs).
Groundwater samples were collected from MW-22D and MW-22BR on June 20, 2016. A
sample was not collected from MW-22BRL owing to a very slow recharge rate (weeks)
contrary to packer test results from the screened zone. MW-22BRL was subsequently
converted to a piezometer. Analytical results indicated several constituents detected
above 2L or IMAC including cobalt, iron, manganese, selenium, sulfate, TDS and
vanadium in MW-22D and chromium, cobalt, manganese, sulfate, TDS and vanadium
in MW-22BR. In comparison to provisional background concentrations as developed as

part of the CAMA CSA, the manganese, selenium, sulfate, and TDS concentrations in
MW-22D and the sulfate and TDS in MW-22BRL were above provisional background
levels. However, there is a noted decrease in constituent concentrations of selenium,
sulfate and TDS vertically with depth as evident between MW-22D and MW-22BR.
Boron was detected in both wells; however, below the 2L with a concentration of 377
µg/L in the transition zone (MW-22D) and 452 µg/L in the upper bedrock (MW-22BR).
Based on the measured water level elevations, a downward vertical gradient was
determined between the MW-22 transition zone, upper and lower bedrock wells.
In comparison to the most recent (April 2016) groundwater samples collected from
GMW-6 and GMW-11, higher selenium, sulfate, and TDS concentrations were evident
in the MW-22D as opposed to GMW-6 and GMW-11. GMW-6, GMW-11 and MW-22D
are screened in the same transition zone/upper bedrock regime in that area with MW-
22D positioned downgradient of the two Solid Waste compliance wells. This
observation suggests the potential for influences from exposed FGD gypsum stored on
the gypsum pad from rainfall infiltration and potential leaching. It has been
documented that CCR residuals, including FGD gypsum, is typically enriched with
various elements including arsenic, boron, selenium and strontium with potential for
leaching (Characterization of Coal Combustion Residues from Electric Utilities – Leaching and
Characterization Data, EPA-600/R-09/151, December 2009).
Of note, boron concentrations did show a significant reduction from the landfill
compliance wells (GMW-6/GMW-11) toward the gypsum pad (MW-22D). As well,
elevated boron concentrations are present in ash pore water in the East Ash Basin (6,220
µg/L, ABMW-7) which is located upgradient of GMW-6 (2,270 µg/L).
Groundwater monitoring of the MW-22 cluster continues under jurisdiction of the
NCDEQ DWR CAMA program to evaluate constituent trends sourced from either the
East Ash Basin and/or the gypsum pad. Additional assessment activities are planned
for the gypsum pad including the installation of additional monitoring well clusters
downgradient of the gypsum pad.
GMW-8/MW-21BRL
GMW-8 was installed in March 2002 into the upper bedrock with a screen set from 53-
63 feet bgs. Historical analytical data shows an increasing trend for several constituents
including boron, chloride and manganese since November 2014. MW-21BRL was
installed to serve as a companion well to GMW-8 to assess the vertical extent of impacts
to the bedrock. The MW-21BRL borehole was installed using rotosonic methods in
April 2016. The boring was drilled to a depth of 297 feet bgs with bedrock, consisting of
granitic schist, gabbroic gneiss, and meta diorite, encountered at 32 feet bgs. Packer

testing was conducted on fractures zones from 120 feet to 296 feet bgs. No water
bearing fractures greater than 0.05 gpm were determined with the exception of a
fracture zone from 140-150 feet bgs yielding 0.1 gpm. Therefore, a 15-foot pre-packed
screen was set from 143 to 158 feet bgs. The remaining depth of the borehole was
backfilled with hydrated bentonite chips. Lithologic descriptions and well construction
information for MW-21BRL were provided in the CSA Supplement 1 report, dated
August 1, 2016.
Routine Solid Waste compliance groundwater sampling was conducted on GMW-8 on
July 12, 2016. On July 14, 2016, a groundwater sample was collected from MW-21BRL
for CSA parameters. A second groundwater sample was collected from MW-21BRL on
July 28. 2016. Water level measurements indicate a significant downward vertical
gradient between the two companion wells (483.62 feet msl (GMW-8) versus 405.38 feet
msl (MW-21BRL)); however, it should be noted that recharge in MW-21BRL is
extremely slow and may not reflect equilibrium conditions.
In review of the analytical data, marked reductions for several constituents are noted
between GMW-8 and MW-21BRL including boron (4900 µg/L (GMW-8) versus <50 µg/L
(MW-21BRL)); chloride (248 mg/L (GMW-8) versus 5 mg/L (MW-21BRL)); manganese
(115 µg/L (GMW-8) versus < 5 µg/L (MW-21BRL)); sulfate (712 mg/L (GMW-8) versus
170 mg/L (MW-21BRL)); and TDS (1840 mg/L (GMW-8) versus 170 mg/L (MW-21BRL)).
A summary of the analytical data for GMW-8 and MW-21BRL is provided in Table 1.
The analytical data suggest very limited to no downward migration of CCR
constituents in the vicinity of GMW-8/MW-21BRL. Solid Waste compliance monitoring
will continue for GMW-8 with the next compliance sampling event planned for
November 2016.
