STATUS OF PERMIT:
Active; Permit to Operate (PTO) issued February 16, 2012, expires on December 18, 2016. A complete permit review
request including all updated facility, operations, and waste screening plans is due on or before June 18, 2016. This
application must comply with the rules and regulations in effect at the time of the application.
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None applicable.

No violations were observed during this Partial Facility Compliance Inspection, please see ADDITIONAL COMMENTS
section below.

ADDITIONAL COMMENTS:
01 – This Facility is permitted to receive Municipal Solid Waste generated in Dare, Hyde and Tyrrell Counties.
02 – This Facility transfers all Municipal Solid Waste to the East Carolina Environmental Regional MSW Landfill,
permit # 08-03 in Bertie County.
03 – The Facility is secured by means of a locked gate at the facility entrance.
04 – This Facility has proper signage posted at the entrance and meets permit requirements.
05 – The working hours for this facility are 7am to 5pm for Monday – Friday and 7am to 12 noon for Saturday. Three
Holidays are observed: New Year’s Day, Thanksgiving Day and Christmas Day.
06 – The access roads are constructed for all weather travel and are being maintained in overall good condition.
07 – This Facility does not accept waste containing Asbestos.
08 – Scrap tires are not received at this Facility.
09 – Adequate number of trailers are on site to properly manage the volume received during operating hours.
10 – Kevin L. Wrighton is the Certified Transfer Station Operator for this facility. Certification posted and will expire
on November 05, 2018.
11 – Windblown trash was being picked up during this facility inspection.* One area of concern was on the Surface
Water Spillway on the South Side of the Facility. Trash there also needs to be cleaned up at the end of the
workday.
12 – The overall condition of the tipping floor was good and clean. Repairs were being done during this facility
inspection. The North Side outside metal wall is also in need of repairs. Plans are in progress to repair/replace
damaged metal.
13 – Recyclable materials and unacceptable waste streams are removed from the facility daily and taken to the Dare
County C&D Landfill, permit# 28-03.
14 – The trailer loading bay are cleaned of overflow waste as full trailer are cycled out and at the end of each workday.
15 – Digital pictures were taken during this Partial Facility Compliance Inspection.
16 – * Corrective measures are required as a result of this Partial Facility Compliance Inspection.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
