Dear Mr. Price,

The Division of Waste Management, Solid Waste Section (Section) has received and reviewed the
eight (8) background water quality monitoring reports submitted on your behalf by Buxton
Environmental, Inc. and HDR Engineering, Inc. The eight background sampling events occurred
between August 2015 and July 2016 with the first event prior to waste placement. The facility
shall now conduct semi-annual water quality monitoring in accordance with the approved Water
Quality Monitoring Plan (DIN 25116).
