Subject:Comments (DIN 26980) on the CQA Rpt- Anderson Creek CDLF-Phases IIIA-2
Hi Pieter:
I completed a review of the CQA Report for Phases IIIA-2 of the Anderson Creek CDLF Unit (DIN 26986),
several comments are required your responses:
1. The approved CDLF - Phase IIIA acreage is 2.1 acres according to the Permit to Construct Application
(DIN 24434) which is incorporated into the Permit To Construct for Phase 3A (DIN 24432). However,
according to the certified CQA Reports for Phases IIIA the total constructed acreage is 2.34 acres
consisting of 0.54acres of Phase IIIA-Subcell 1 (DIN 25058) and 1.8 acres of Phase IIIA- Subcell 2
(DIN 26986). Please note the variance to the CQA Report for Phase IIIA-2.
2. (Appendix C) According to the certified CQA Reports, two Standard Proctors – moisture & density
relationship tests by ASTM D698 were conducted for the project, but there are another twelve (12)
referenced Standard Proctor tests listed and referenced in the Structural Fill Record Test Summary in
Appendix C of the CQA Report. Please provide these twelve (12) referenced Standard Proctor test
results.
3. (Appendix C) The compaction effort of the test sample 26 is approximately 94.6%, which is less than
the specified 95%. The Structural Fill Record Test Summary in Appendix C list the test result as “Fail”
but re-test didn’t performed. If the Engineer considers the test result is a marginal value but acceptable
(Clause of Engineer Judgement), please state in the CQA Report. Otherwise, please provide the retest
and pass result.
4. (Appendix C) In-Place Density Test Results dated 09/13/2016, the test sample 32a is likely a
typo. Please clarify.
5. (Figure AB-1) The constructed base grades for the Phase IIIA-2 are different from those shown on Sheet
5/Drawing No. S4 in the approved PTC Application for Phase III (DIN 24434). The lowest base grade
for the constructed Phase IIIA-2 is 310 feet as shown on the as-built drawing Figure AB-1 rather than
300 feet. If the survey data is correct, the operating capacity for the new subcell should be reduced
significantly; and new capacity data should be provided to the report which will be incorporated into the
Permit to Operate for this new subcell. Please confirm the base grade elevations on the as-built drawing.
