ADDITIONAL COMMENTS
On October 27, 2016, John Patrone met with Jason Jernigan and Lewis Walker to conduct a comprehensive inspection of
the City of Greensboro White Street Landfill Phase III on White Street in Greensboro, Guilford County.
1. The City of Greensboro operates an active municipal solid waste (MSW) landfill (Phase III, 41-12). The property
also contains a large type 1 solid waste compost (SWC) facility (41-03), a construction and demolition debris
(C&D) landfill atop a closed MSW landfill (Phase II, 41-03) adjacent to a closed MSW landfill (Phase I), and a
temporary disaster debris staging site (TDDSS, DS41-002).
2. The facility is open Monday through Friday 7:50 am to 4:50 pm and Saturday 7:00 am to 1:00 pm.
3. The facility site plan, permit, and operations plan were discussed.
4. The MSW landfill is permitted to operate Phase III, Cells 1, 2, and 3.
5. Solid waste is currently being placed in Cell 3.
6. The MSW landfill Cells 1 and 2 contain intermediate soil cover.
7. The facility is permitted to receive solid waste from Guilford County.
8. The facility does not routinely receive MSW. Municipal solid waste is processed through the City of Greensboro
Transfer Station (41-20) and hauled to other permitted disposal facilities.
9. The facility is permitted to receive ash from the City of Greensboro Wastewater Treatment Plant. The facility
can receive MSW from the City of Greensboro Transfer Station only in the event that the transfer station is unable
to be used and after it has attempted other disposal options.
10. Mr. Jernigan stated that the City of Greensboro MSW landfill has not received MSW from the transfer station
since 2006.
11. The facility is temporarily accepting solid waste from the Cone-Nealtown Connector [roadway] construction
project that bisects a nearby pre-regulatory landfill. Mr. Jernigan stated that solid waste may be received until ~
summer 2017.
12. The facility has numerous certified operators. Employee certification records were verified.
13. The following employees are certified landfill managers:
a. Jason Jernigan, certification No. 740578, exp. 02/11/19
b. Lewis S. Walker, Jr., certification No. 976784, exp. 06/26/18
c. Timothy Williams, certification No. 54260, exp. 06/05/18
14. The facility has two scales. Each has an outside weight display unit.
15. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on
July 6, 2015. No error is noted.
16. A vehicle scale test was conducted by Carlton Scale on August 31, 2016. The scales were calibrated. No error
is noted. Mr. Jernigan stated that the facility has Carlton Scale test the scales quarterly.
17. The facility maintains daily and monthly records of the amount of solid waste received. Throughput records were
verified for November 2015 through September 2016. The facility received ~ 9,000 tons a month.
18. The facility annual report (FAR) dated July 21, 2016 was received by the SWS. Facility throughput for July 2015
through June 2016 is 47,141.58 tons.
19. The facility does not conduct waste screenings. The material received is ash from the City of Greensboro
Wastewater Treatment Plant. Solid waste received from the temporary Cone-Nealtown Connector [roadway]
construction project is screened when loaded into trucks per agreement with the Division of Waste Management
– Inactive Hazardous Sites Branch.
20. The facility does not accept scrap tires and white goods.
21. Groundwater and methane monitoring wells observed were accessible.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

22. The facility has 10 groundwater monitoring wells: MW-17, MW-18, MW-19, MW-20, MW-21, MW-22, MW-
23, MW-24, MW-25, and MW-25D and two background wells: MW-15 and MW-16.
23. Phase III groundwater monitoring wells: MW-17, MW-18, MW-19, MW-20, MW-21, MW-22A, MW-22B, MW-
23, MW-24, and MW-25D were observed. Groundwater wells: MW-5, MW-7, MW-15, and MW-25S were also
observed.
24. The facility is in the process of repairing and painting groundwater monitoring well casings and affixing new well
tags.
25. It is recommended that the groundwater monitoring wells be fitted with rubber stoppers.
26. The facility has three surface water locations: SW-1, SW-2, and SW-3.
27. The facility maintains semiannual groundwater and surface water monitoring and leachate test records submitted
by S&ME, Inc., analyzed by Environmental Conservation Laboratories, Inc. (ENCO). Records for groundwater
and surface water monitoring and leachate testing conducted on October 5-7, 2015 and April 18, 2016 were
verified. No exceedance is noted for the October 2015 monitoring event. An exceedance is noted for the April
2016 monitoring event.
28. The facility has leachate line manholes.
29. The facility has two 350,000-gallon leachate storage tanks with a secondary containment wall. Leachate is
generally maintained in tank A. Tank B is generally available for atypical leachate production. During the
inspection the leachate level in Tank A was 8 feet and Tank B was 0.5 feet. The leachate tanks are connected by
spillover pipe and can be pumped from one to the other.
30. The leachate storage tanks are connected to the City of Greensboro sanitary sewer.
31. The facility maintains a daily leachate inspection sheet to log external tank condition, leachate tank gauge
operation, gallons leachate pumped, pump-down times, rain gauge totals, etc. Records were verified for
November 1, 2015 through September 30, 2016.
32. The leachate collection lines are required to be remote camera inspected at least every five years. The leachate
collection trunk lines were camera inspected by Jetclean America on September 13, 2016. The leachate header
lines were cleaned on September 16, 2016. Mr. Jernigan stated that Jetclean America will return on November
7, 2016 to camera the leachate header lines.
33. The facility conducts methane monitoring at 13 methane monitoring wells (MGMW-1 through MGMW-3 and
MGMW-5 through MGMW-14) and at the scale house and operations building.
34. Phase III methane monitoring wells: MGMW-2, MGMW-3, MGMW-6, MGMW-8, MGMW-9, MGMW-10,
MGMW-11, MGMW-12, MGMW-13, and MGMW-14 were observed.
35. The facility is in the process of repairing and painting methane monitoring well casings and affixing new well
tags.
36. It is recommended that the landfill gas monitoring wells be fitted with stopcock valves, quick release connectors,
or barbed nipples.
37. The facility maintains quarterly methane monitoring records. Methane monitoring is conducted by facility
personnel. Records were verified for December 21, 2015 (4th quarter), March 29, 2016 (1st quarter), June 2, 2016
(2nd quarter), and September 16, 2016 (3rd quarter). No exceedance of the methane lower explosive limit (LEL)
is noted.
38. The facility has a landfill gas collection system. The landfill gas is either piped to a nearby business for use as a
boiler fuel or flared. The landfill gas flare was observed in operation. The flare was operating at 745° F and 12
inches water column (W.C.). Mr. Walker stated that the oxygen indicator on the display board does not function
and that the oxygen is measured manually with a GEM 2000 landfill gas monitor connected at the incoming
transmission pipes. It is recommended that the display board unit oxygen indicator is repaired.
39. The facility plans to install a generator on site to create electric from some of the landfill gas produced. Ensure
that the SWS is contacted regarding installation of the generator. Please contact Ming-Tai Chao, Environmental
Engineer, at 919-707-8251 for further discussion.
40. On January 5, 2015 the facility was issued a Division of Air Quality (DAQ) Title V permit No. 08830T08,
expiration date December 31, 2019.
41. The facility has a stormwater National Pollutant Discharge Elimination System (NPDES) permit, General Permit
No. NCG120000, Certificate Of Coverage No. NCG120013. The NPDES permit expires October 31, 2017.

42. The facility is permitted to use Posi-Shell. Mr. Jernigan stated that Posi-Shell is not currently used.
43. The facility is permitted for leachate recirculation. Mr. Jernigan stated that leachate recirculation is not currently
conducted.
44. The facility is permitted to co-dispose of wastewater treatment sludge (WWTS) generated within its approved
service area. Mr. Jernigan stated that co-disposal of WWTS is not currently conducted.
45. The working face was covered with soil.
46. The landfill cap appeared maintained.
47. Erosion and sedimentation controls appeared to be in good order.
48. The facility has installed edge of waste markers.
49. During the inspection odor was not detected.
50. Mr. Jernigan stated that the landfill cap is mowed at least four times a year.
51. Windblown material was not observed.
52. The facility has a water truck available for dust control.
53. The facility has proper signage.
54. Access roads are of all-weather construction.
55. The facility is secured by a locked gate.
56. The facility maintains a copy of the financial assurance letter dated November 18, 2015.
57. Mr. Jernigan stated that in an emergency the facility will call 911 for assistance.
58. The PTO expiration date is April 14, 2020.
59. The PTO renewal application shall be submitted to the SWS by October 14, 2019.
