Dear Mr. Buck:
On September 29, 2016 the Division of Waste Management (DWM), Solid Waste Section
(SWS) received permit application documents (the Application) which included:
A letter dated September 29, 2016 which formally notified the SWS that Davidson
County (the County) ceased disposal of permitted wastes in the C&DLF Unit, Solid
Waste Permit Number 2906-CDLF on June 15, 2016. You intend to close the C&DLF
Unit at the Davidson County Integrated Solid Waste Management Facility located at
220 Davidson County Landfill Road, Lexington, NC 27292.
A project schedule for completing the proposed closure activities. To allow for potential
weather delays during the course of constructing the final cover system of the landfill, the
County requested an extension of the period for closure until May 15, 2017.
Supporting documents for the proposed alternative final cover system including designs,
calculations, technical specifications, and the construction quality assurance (CQA) plan.
Smith Gardner Inc., on behalf of the County, prepared and submitted the above-referenced
application documents. They have been combined, scanned, and placed in the document tracking
system with a document identification number of DIN 26957.
After completing a review of the Application, the SWS determined that the proposed alternative
final cover system for the C&DLF Unit meets the requirement stated in the Solid Waste
Management Rule (Rule) 15A NCAC 13B .0543(c)(3) and can be used for the C&DLF Unit
closure project to replace the previously approved regulatory final cover system in the Closure
and Post Closure Plan dated May 2012 (DIN 16964). Additionally, the County shall conduct the
closure activities of the C&DLF Unit according to:

Rule 15A NCAC 13B .0543, the Closure Plan (DIN 16964) except for the new final
cover system, the Application (DIN 26957) including the alternative final cover system,
the CQA Plan, and technical specifications.
The Erosion and Sediment Control Plan approved by the NC Land Quality Section.
Pursuant to Rules 15A NCAC 13B .0542(n) and .0543(c)(4), the County shall place the letter of
intent of closure dated September 29, 2016 and the approved documents associated with the
proposed closure activities in the operating record. The County should complete the proposed
closure activities no later than May 15, 2017. Upon completion of the closure construction, the
County must submit a construction completion report according to the Closure Plan (DIN
16964), the approved Application (DIN 26957), and Rules 15A NCAC 13B .0543(c)(7) & (8). If
