Dear Mr. Roberson:

The Division of Waste Management, Solid Waste Section (Section) received correspondence
concerning planned improvements in the area of the existing household hazardous waste (HHW),
multi-materials recycling facility, and drop-off convenience area at the South Wake MSWLF
(DIN 26983). The correspondence was submitted on your behalf by CDM Smith and was a
follow-up to a meeting held on July 2, 2016.
The correspondence included the civil construction drawings for the improvements project and
an operation plan for the HHW. As was discussed in July, the construction does not require solid
waste permitting. However, changes to the HHW operation do require Section review and
approval.

During the construction, the county plans to move the existing HHW mini-mobile unit and
explosion-proof building from the current location to inside the existing transfer station in order
to facilitate construction and maintain customer service. After construction, the HHW operation
will transferred to the new permanent building.

The Section hereby issues this letter as an approval of the request to temporarily relocate HHW
operations to the transfer station. The temporary relocation is expected to begin in early 2017
and continue until the end of 2017. Please place a copy of this letter in your operating record and
notify the environmental senior specialist prior to operation in the temporary location.

The permanent changes to the HHW operation will require a change to the permit. Please submit
an application to the Section for a permit modification.
