All photos were taken by Lee Hill on November 1, 2016 2. The facility is currently filling in Phase 5 of the landfill. 3. Minimal windblown litter was observed and was being well managed at the time of inspection. 4. The working face was small, compact and appeared to be able to be covered with approved alternative daily cover. 5. No unacceptable waste was observed on the working face at the time of inspection. 6. The addition of intermediate cover to Phases 1-4 has been completed. The phases have been seeded, mulched and some vegetation has begun to emerge. The facility only received 0.4 inches of rain during the month of October and due to the lack of rain the germination of groundcover has been slower than expected. 7. Portions of the slopes in Phases 1-4 have been matted to help prevent erosion. 8. Slope drains and berms have been installed in Phases 1-4. 9. The facility is in the process of upgrading Edge of Waste Markers in Phases 1-4. 10. Significant progress has been made to address the issues noted in the August 3, 2016 Notice of Violation. When groundcover sufficient to restrain erosion is established in Phases 1-4 the outstanding issues can be resolved.
