OBSERVED VIOLATIONS:
15A NCAC 13B .1406(6) A site shall only accept those solid wastes that it is permitted to receive.
East Laporte Waste Site is in violation of 15A NCAC 13B .1406(6) in that engineered wood (plywood), plastic tarping,
and painted wood was observed in the unground stockpile.
To correct the violation East Laporte Waste Site must remove the unapproved material from the unground stockpile and
dispose of in the proper location.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 28, 2016.
2. The facility was secured by a gate and fencing which was open on upon arrival.
3. The roads were constructed of gravel and were in good condition.
4. The facility only accepts material from DOT maintenance activities.
5. Used metal culverts are stored on the north side of the facility. Please ensure that wood waste does not
become intermingled with scrap metal.
6. Engineered wood (plywood), plastic tarping, and painted wooed was observed in a stockpile of unground
material. The plywood, painted wood, and tarping must be removed and disposed of in the proper
location. Please see Observed Violations section of this report.
7. Less than 6000 yds3 of material was stored onsite at the time of inspection.
8. It appeared that the buffer requirements were being met at the time of inspection. Please ensure that material
is stored outside the 50-foot property line buffer.
9. Please ensure that adequate access is provided between stockpiles for firefighting equipment.

administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
